MINUTES OP' THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />JANUARY 22, 2003 <br />Pursuant to due call and notice thereof a workshop meeting of the City <br />Council of Little Canada, Minnesota was convened on the 22nd day of <br />January, 2003 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Michael I. Fahey called the meeting to order at 6:30 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: <br />Mayor <br />Council Member <br />Council Member <br />Council Member <br />Mr. Michael I. Fahey <br />Mr. Jim LaValle <br />Mr. Matt Anderson <br />Mr. Bill Blesener <br />ABSENT <br />ALSO PRESENT <br />Council Member <br />City Administrator <br />Deputy Clerk <br />Mr. Rick Montour <br />Mr. Joel R. Hanson <br />Ms. Kathy Glanzer <br />LANDLOCKING The purpose of tonight's workshop is to review potential landlocking <br />ISSUES issues relative to large vacant tracts of property in the City or potential <br />redevelopment site. The first property reviewed was the large <br />undeveloped area located generally south of County Road D, east of <br />Arcade Street, and northeast ofLaBore Road. <br />The Council reviewed the concept thoroughfare plan for the az~ea that was <br />prepared by the City Planner a number of years ago. It was noted that the <br />Battista property is a key access pointing for bringing in a road to serve <br />this undeveloped area. Another key access point would be in the vicinity <br />of 3000 and 2970 LaBore Road. Blesener pointed out that it appears there <br />are very steep grades through this area and at both of these access points. <br />He suggested that the City Engineer look at these access point areas to <br />determine if road access in these locations is feasible. <br />It was also noted that there are wetland issues that would need to be <br />addressed if this property is ever developed. The City Administrator <br />suggested that the Watershed District look at the area to determine if the <br />wetland issues are a factor at the conceptual road access point from <br />Arcade Street. <br />
