MINUTES <br />CITY COUNCIL <br />FEBRUARY 2G, 2003 <br />The foregoing resolution was duly seconded by Anderson. <br />Ayes (5) LaValle, Anderson, Blesener, Montour, Fahey. <br />Nays (0). Resolution declared adopted. <br />STATE Fahey reviewed the City Administrator's report relative to the State's <br />BUDGET budget deficit and the resulting impact on Little Canada in the event <br />DEFICIT AND of the loss of Local Government Aid funding and a reduction in Mat~ket <br />POTENTIAL Value Homestead Credit. The Administrator estimated that the impact <br />CITY BUDGET to the City of $196,705 in 2003 and $230,173 in 2004. Fahey also noted <br />CUTS the Administrator's recommendation that a workshop meeting be called <br /> for Wednesday, March 26`x', to discuss the situation and the options <br /> available to the City. <br />The City Administrator presented a detailed report on potential budget <br />adjustments that have been identified by City staff. These are laid out in <br />first, second, and third priorities for the years 2003 and 2004. The City <br />Administrator reported that it is staff's recommendation that the first and <br />second priorities identified for the year 2003 be implemented immediately. <br />He noted that this recommendation would still result in a General Fund <br />shortfall of $27,404 for 2003 if the Governor's budget plan is <br />implemented. It was also noted that there could be additional impacts on <br />the City in that Ramsey County as well as the Sheriff's Department could <br />look to cities in addressing their own budget shortfalls. <br />The City Administrator reviewed the proposed budget adjustments in <br />detail beginning with recommended revenues. 'Revenue adjustments <br />proposed for the first priority total $158,328 and $161,228 for the second <br />priority. <br />Anderson recommended that a press release be issued and an article <br />placed iu the official newspaper reporting the details of the State Auditor's <br />report relative to Little Canada having the lowest spending per capita. <br />It was the consensus of the Council to implement the first and second <br />priorities for revised/additional revenues for 2003. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2003-2-44 - APPROVING AN INCREASE IN <br />TILE OLD FIRE HALL RENTAL.
