MINUTES CITY COUNCIL FEBRUARY 26, 2003 The foregoing resolution was duly seconded by LaValle. Ayes (5) Blesener, LaValle, Montour, Fahey, Anderson. Nays (0). Resolution declared adopted. The City Administrator reviewed in detail the revised/reduced expenses projected by City stafF Council discussed the elimination of travel expenses to Thunder Bay, with Fahey noting the protocol agreement between the sister cities of Little Canada and Thunder Bay. Fahey indicated that should this expense reduction occur, a letter should be sent to Thunder Bay explaining the situation. Anderson noted that the Canadian Days Committee sends a delegation to various Thunder Bay events, and suggested that this delegation could represent the City at those events. Fahey noted the recommendation for a reduction in staffing hours at the skating rinks, and asked if there was a comparable summer program that could be reduced. The Parks & Recreation Director reported that the summer programs are self-supporting through program fees, therefore, there would be no cost savings to the City in eliminating a summer offering. Fahey suggested that the Director contact one of the local charities to determine if they would be willing to supplement the costs of operating the skating rinks. Fahey also suggested that any reductions made in 2003 should be revisited in 2004. Blesener agreed pointing out that this will be an ongoing process. The Administrator noted that staff will be monitoring usage of the rinks to determine where cuts can be made with the least impact on services provided to residents. Fahey asked the number of Little Canada residents participating in the Roseville fastpitch program. The Parks & Rec Director estimated that number at 13. Fahey noted that when Little Canada had its own fastpitch program, there were approximately 50 residents. Fahey suggested that given the limited cooperation from the Roseville program in ensuring recognition of Little Canada identity, he suggested that the Council review the services being provided to Roseville. The Director indicated that he would bring more detailed information to the March 26'x' workshop meeting. Council noted that Mr. Johnson from Drywall Supply was present, and it was suggested that continuation of the budget review be delayed until later in the meeting.
