MINUTES <br />CITY COUNCIL <br />FEBRUARY 26, 2003 <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Blesener, LaValle, Montour, Fahey, Anderson. <br />Nays (0). Resolution declared adopted. <br />The City Administrator reviewed in detail the revised/reduced expenses <br />projected by City stafF <br />Council discussed the elimination of travel expenses to Thunder Bay, with <br />Fahey noting the protocol agreement between the sister cities of Little <br />Canada and Thunder Bay. Fahey indicated that should this expense <br />reduction occur, a letter should be sent to Thunder Bay explaining the <br />situation. Anderson noted that the Canadian Days Committee sends a <br />delegation to various Thunder Bay events, and suggested that this <br />delegation could represent the City at those events. <br />Fahey noted the recommendation for a reduction in staffing hours at the <br />skating rinks, and asked if there was a comparable summer program that <br />could be reduced. The Parks & Recreation Director reported that the <br />summer programs are self-supporting through program fees, therefore, <br />there would be no cost savings to the City in eliminating a summer <br />offering. Fahey suggested that the Director contact one of the local <br />charities to determine if they would be willing to supplement the costs of <br />operating the skating rinks. Fahey also suggested that any reductions <br />made in 2003 should be revisited in 2004. Blesener agreed pointing out <br />that this will be an ongoing process. <br />The Administrator noted that staff will be monitoring usage of the rinks to <br />determine where cuts can be made with the least impact on services <br />provided to residents. <br />Fahey asked the number of Little Canada residents participating in the <br />Roseville fastpitch program. The Parks & Rec Director estimated that <br />number at 13. Fahey noted that when Little Canada had its own fastpitch <br />program, there were approximately 50 residents. Fahey suggested that <br />given the limited cooperation from the Roseville program in ensuring <br />recognition of Little Canada identity, he suggested that the Council review <br />the services being provided to Roseville. The Director indicated that he <br />would bring more detailed information to the March 26'x' workshop <br />meeting. <br />Council noted that Mr. Johnson from Drywall Supply was present, and it <br />was suggested that continuation of the budget review be delayed until later <br />in the meeting. <br />
