MINUTES <br />CITY COUNCIL <br />FEBRUARY 2G, 2003 <br />HAIR FOR Street. It was noted that the Planning Commission recommended <br />LIFE approval of the PUD amendment. Fahey asked if the business was <br />PROFESSIONALS similar to a hair salon. <br />Mr. Cole replied that the business involved nonsurgical hair replacement <br />and scalp procedures, involving tying on hair and various methods of <br />attachments. Cole reported that his customers include men and women <br />with thinning and balding hair. Cole clarified that the procedures <br />performed do not include hair transplants. <br />LaValle noted the Planning Commission discussion that the only <br />employees are Mr. Cole and his wife. LaValle questioned the need for <br />three styling rooms. Mr. Cole replied that he does the replacement <br />procedures, and there are times when one client is waiting while he is <br />working with another client- <br />Anderson noted that the location is not highly visible from Rice Street and <br />asked about walk-in traffic in addition to appointments. Mr. Cole <br />indicated that the business involves consultation in addition to service <br />appointments. Cole indicated that he does both the consultations as well <br />as the service appointments. <br />LaValle stated that his concern is that the business will expand to include <br />typical salon services such as hair styling and tanning. LaValle pointed <br />out that the business could be expanded into the downstairs area of Cole's <br />townoffice unit. <br />Fahey indicated that he was not in favor of a hair salon in these townoffice <br />units, and felt that appropriate restrictions should be placed on Cole's <br />business to ensure that it does not expand into a hair salon. Fahey asked if <br />a nonsurgical hair replacement business was significantly different from a <br />traditional hair salon. <br />The City Plam~er indicated that the Planning Commission recommended <br />restrictions on the business to prevent its expansion into a hair salon. He <br />noted that additional approvals would be required if the business were to <br />expand into the lower level. <br />Fahey stated that he did not want to be faced with the situation where Mr. <br />Cole received approval for this PUD amendment and then comes back to <br />expand the business into a hair salon. The Planner stated that the PUD <br />Permit ca^ be written to require additional approvals if the business were <br />to expand. He fw'ther noted that a building permit would be required to <br />finish otFthe lower level of the townoffice unit. <br />
