MINUTES <br />CITY COUNCIL <br />FEBRUARY 2G, 2003 <br />Anderson asked if a cosmetology license would allow Mr. Cole to perform <br />hair cutting/styling. Cole replied that while his license is for nonsurgical <br />hair replacement, he did at one time operate afull-service hair salon. The <br />cosmetology license that he has would allow him to do hair <br />cutting/styling. However, Cole indicated that he has no intention of doing <br />so. <br />Fahey asked Mr. Cole if he had any intention of operating a hair salon. <br />Mr. Cole replied that he did not; his business would involve nonsurgical <br />hair replacement. <br />Mr. Cole asked if the Council was considering putting a restriction on the <br />number of employees he could have. Mr. Cole indicated that he and his <br />wife currently operate the business and he has no desire for employees; <br />however, he would not want to have undue restrictions placed on him. <br />Fahey suggested that a nonsurgical hair replacement business with a <br />number of employees and a steady stream of customers in and out of the <br />business would not be much different from a hair salon. <br />The City Planner suggested that restricting the business to the upper level <br />would restrict the amowrt of customer traffic He again noted that <br />additional approvals would be required for the business to expand into the <br />lower level If such an expansion were proposed, the amount of traffic <br />and impact on parking would be reviewed. <br />Fahey pointed out that Edgewater Townoffices was developed as an office <br />site and suggested that this business may not be compatible with typical <br />office uses. Blesener suggested that the business was not dissimilar from <br />a dentist's or attorney's office. The City Planner agreed that the business <br />was similar to a dentist's office as far as client visits and impact on <br />paf~king, but suggested that most attorney's offices have limited client <br />visits. The Planner noted that some townoffice users have more traffic <br />than others, and the concept is that the amount of traffic and parking <br />demand would even out in a townoffice complex. <br />LaValle asked about the addition of employees, noting that at the Planning <br />Commission Cole indicated he did not want to add employees. Cole was <br />concerned about being overly restricted. He further noted that the City has <br />issued him a certificate of occupancy for the townoffice unit. Fahey stated <br />that the certif Cate of occupancy allows Mr. Cole to occupy the building <br />consistent with the zoning. Fahey asked Cole his expectations in the <br />future indicating that he would not want to be faced with a request to <br />charge the business to that of a hair salon. <br />4 <br />
