MINUTI!;S <br />CITY COUNCIL <br />MARCH 12, 2003 <br />the sidewalk woi9< could be coordinated in a manner that works for all <br />concerned. <br />LaValle suggested the crosswalk be colored concrete to help designate it. <br />The Counci( discussed the boulevard areas, and it was the consensus of the <br />Council that boulevard areas consist of grass. <br />Council next discussed the ponding area that is proposed. Barbara Allan <br />indicated that she has discussed the pond with Ramsey County Soil & <br />Water Conservation as well as the Watershed, and has received <br />commitments from each of them for $600 in funding toward plantings. It <br />will be necessary for the City to provide $600 in funding as well. Allan <br />described the planting proposal, indicating that the first 10 feet will be <br />planted in wildflowers and the remainder of the pond area would be <br />hydroseeded. It was pointed out that the purpose of the pond is to provide <br />treatment for run-off that eventually flows into Round Lake. <br />Council discussed the depth of the pond and it was noted that the pond <br />would be 8 feet deep at a natural water level. The first ] 5 feet of the pond <br />will only have a water depth of 1 foot, with the depth dropping off after <br />that point. There was some concern expressed over the depth of the pond, <br />and it was noted that once the wildflowers develop, they will provide a <br />very thick barrier from the water. <br />The City Administrator indicated that at the regular Council meeting, the <br />City Engineer should be instructed to prepare plans and specs on the <br />Market Place streetscape amenities. <br />The Administrator also updated the Council on George Sherman's <br />proposed development plans in the area of Market Place Drive. <br />There being no further business, the workshop was adjourned at 7:25 p.m. <br />Attest: <br />
