1VIINUTtiS <br />CITY COUNCIL <br />MARCH 12, 2003 <br />The Council discussed the over lighting of Little Canada Road, and the <br />City Administrator pointed out that the amount of lighting was based on <br />Xcel Energy's lighting recommendations. The Administrator noted that <br />the City backed off on the initial recommendation from Xcel installing <br />less than what was reconvnended. The result is that Little Canada Road is <br />still overlit. <br />It was suggested that every other light be removed rather than all lights on <br />the north side of the street. The Administrator reported that Xcel will <br />remove every other light, but have indicated that they will have to <br />completely rewire the lights as they do not want splices in the wiring. <br />There is also the issue of paver brick patching on the north side of the <br />street. The consensus was that the lights on the south side of the street be <br />turned off for a period of time to give the Council an opportunity to assess <br />the impact as well as for property owners in the area to comment. <br />The Council discussed the relocation of the transit hub and Blesener asked <br />if there would be enough parking for the hub. The City Administrator <br />pointed out that the transit hub is not a park and ride facility although there <br />a~~e a few cars that park in this location to catch the bus. He noted that <br />Metropolitan Transit is planning to install a park and ride facility on <br />County Road B across from Cub Foods. <br />The Administrator reported that the transit hub was put on Market Place <br />Drive as a temporary location, and part of the arrangement was that Metro <br />Transit paid for improvements along First Bank Drive. At that time, the <br />City agreed to pay to relocate those improvements should the City deem it <br />necessary that the transit hub would have to relocate. The Administrator <br />indicated that Metro Transit may want to make the transit hub <br />arrangeu~ent permanent, and part of the discussion has been that .Metro <br />Transit would then pay to relocate the amenities as well as pay $83,000 <br />toward the cost of the improvement of Market Place Drive. Metro Transit <br />has also indicated that they received approval for a grvlt which will not be <br />used for the original purpose it was intended, and they are trying to get <br />this grant funding reallocated to the transit hub. If that reallocation is <br />approved, the grant money would be used to pay for all sidewalks and <br />lighting in the area including the future improvement of Middle Street. <br />Council discussed whether or not sidewalk improvements should be <br />concrete, stamped concrete, or paver bricks. The consensus of that <br />discussion was to bid the sidewalks as concrete with stamped, colored <br />concrete as an alternate. The Council also discussed the impact of the <br />sidewal]< improvements on the senior buildings in the area, and the City <br />Administrator indicated that he would have a meeting with the <br />management from those buildings to get their input on the project so that <br />
