MINII'1`GS <br />CITY COUNCIL <br />MAY 14, 2003 <br />MINUTES Mr. LaValle introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2003-~-9.i -APPROVING THE MINUTES OF <br />THE APRIL 23, 2003 RF.'GULAR COUNCIL MEETING AS <br />SUBMITTED <br />The foregoing resolution was duly seconded by 131eseuer. <br />Ayes (5) LaValle, Fahey, Blesener, Montour, Andersai. <br />Nays (0). Resolution declared adopted. <br />MASSAGE Mi~. Ted NlcCaun informed the Council that he is interested in opening <br />THERAPY a massage therapy business on County Road B. He noted that the City's <br />LICENS,TNG license fee for massage parlors is $10,000, and asked that the Council <br />ISSUES consider amending the ordinance to provide for massage therapy <br />businesses at a lower license fee. <br />The City Attorney reviewed the history of the ordinance as it relates to <br />massage parlors that was first adopted in 1977 and modified in the mid- <br />] 990's. The Attorney reported that the ordinance and the license fee was a <br />response to problems that other cities were experiencing. "Che Attorney <br />also noted that the City's ordinance does provide for massage therapy as <br />au accessory use to a beauty salon at a license fee of $100 for the business <br />and $75 for each massage therapist. <br />Blesener asked the distinction between massage therapy and physical <br />therapy. McCann replied that there is a difference. As a massage <br />therapist, he is allowed to do therapy on the soft tissues. Any therapy <br />more intensive than that is referred to a physical therapist McCann <br />reported that initially he would be the only one working at the business. <br />Eventually, however, he would like to have four therapists working for <br />him. <br />Blesener commented that he would like to see the City continue to protect <br />itself against problems, but at the same would like to amend the code to <br />allow for legitimate businesses. <br />Fahey suggested that the City Attorney and City staff review the issue and <br />come back with a recommendation to the Council relative to massage <br />parlors and massage therapy businesses. Anderson further suggested that <br />the Attorney look at the grounds for rescinding a license to protect the <br />City in the event that there is a problem with a particular business. <br />
