MINUTES <br />CITY CO~ONCIL <br />MAY 28, 2003 <br />S1JAL COATING Anderson questioned the extent of the crack filling program proposed <br />AND CRACK for 2003 given the cost will exceed budget. Anderson suggested that <br />FILLING perhaps this item should be prioritized along with other budget issues. <br />QUOTATIONS <br />The City Administrator indicated that his reconunendatiou is that the City <br />takes an aggressive approach on crack tilling. I3e noted the City streets <br />that have been reconstructed and the need to do the maintenance necessary <br />to protect these streets. The Administrator pointed out that the cost over <br />budgeted amount can be covered with dollars from the lnfrastructw~e <br />Replacement hued. Revenues to this fund come from the City's share of <br />MN State Aid revenues, and the City has the authority to use between 25% <br />and 35% of this money for work on non-MSA streets. <br />Fahey agreed that crack filling was cost-effective and pro-active <br />maintenance for prolonging the life of City streets. <br />13lescner introduced the following resolution and moved its adoption: <br />RE,SO/,UT/ON NO. 2003-5-171 -APPROVING 2003 S'EALCOATING <br />AND CRAC7CF/L/_/NG ~UOTATIONSAS RECOMMENDED 13Y <br />C/%'I' ,S'I'AF/~ <br />The foregoing resolution was duly seconded by Anderson. <br />Ayes (5) I3lesener, Anderson, hahey, Montour, LaValle. <br />Nays (0). Resolution declared adopted. <br />MASSAG>!J Fahey noted stafTs recommendation to allow massage therapy as a <br />TFIE,RAPY principal use in the General Business (I3-3) Zoning District by Conditional <br />Use Kermit. Given this recommendation, should Mr. McCann wish to <br />pursue massage therapy licensing within the City, the property he wishes <br />to locate his business in would have to be rezoned from I3-W to B-3 and <br />McCann would have to apply for a Conditional Use Permit. <br />The City Attorney noted that the rezoning, text amendment for the B-3 <br />District adding massage therapy as a conditional use, as well as the <br />conditional use permit would require public hearings. The Planner <br />indicated that these could be processed in the June meeting cycle. <br />Ted McCann indicated that he was informed that the property was B-3. <br />The City Administrator indicated that the adjacent property had been <br />rezoned from I3-W to B-3 to accommodate the Joe's sporting goods <br />
