"fhe property Mr. McCann is interested in is located <br />immediately to the west of Joe's, and this property is zoned B-W. <br />Anderson asked about limiting massage therapy businesses to two <br />therapists. McCann indicated that the limitation was too restrictive and <br />would impact the profitability of the business. I-le noted that often times <br />massage therapists only work part-time bows. McCann indicated that he <br />would like to have up to eight therapists- <br />Anderson pointed out that massage therapy as an accessory use in a beauty <br />salon has a limitation of two therapists. Therefore, it seems reasonable to <br />allow a greater number of massage therapists for principal massage <br />therapy businesses. Blesener agreed and pointed out that the City does not <br />limit the number of cosmetologists that can work at a beauty salon. <br />Council discussed the limitation on the number of therapists and it was <br />their consensus to not include a limitation on the number of therapists. <br />Given the C,ouncil's ability to review the licenses annually and to revoke a <br />license "f'or any reason", the Council was comfortable with not placing a <br />limit on the number of therapists working in a principal massage therapy <br />business. <br />McCann expressed concern with the language allowing the City to revoke <br />a license "for any reason". Fahey pointed out that the City wants this level <br />of control so that it can address any problems should they occur. Fahey <br />indicated that the Council wants to ensure that any massage therapy <br />business operating in the City is a good business. The Council would not <br />be inclined to revoke a license on a whim. <br />As recommended by stall; the Council did not support allowing massage <br />therapist to operate from restaurants within the City. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESO/, UTION NO. 2003-S-I 12 - ADOPTING AN ORDINANCE <br />AMENDING SUCTION 2207.070 OF THE MUNICII'AI.
