MINUTES <br />CITY COUNCIL <br />JUNE 24, 2003 <br />surveyed and two have returned surveys indicated that they are interested <br />in the 2 a.m. closing. <br />The City Administrator reported that he has contacted some of the <br />neighboring cities. New Brighton indicated that they will likely extend <br />hours, Shoreview will not, and Falcon Heights, Roseville, and Vadnais <br />Heights are studying the issue. <br />Tom Duray, Hoggsbreath, indicated that he and the owners of Brady's are <br />interested in the 2 a.m. closing. Duray reported that the owner of Gordie's <br />has indicated that he would reluctantly stay open to 2 a.m. if other bars in <br />the City are doing so. Duray felt it would be difficult for Little Ca~rada bar <br />businesses to canpete with those in neighboring cities if they are allowed <br />to stay open until 2 a.m. and Little Canada bars are not. <br />Fahey stated that he can understvid the position of the business owners, <br />but noted that the Council also has to consider the position of residents of <br />the City, specifically those adjacent to liquor businesses. The 2 a.m. <br />closing time would extend the amount of time that these residents maybe <br />subjected to noise and activity in parking lots. Fahey felt that the 2 a.m. <br />closing should be applied to the Cities ofMinneapolis and St. Paul acid not <br />to the suburban cities. <br />Paul Montie, Saxon Lanes, reported that he would be interested in the <br />extended hours if bowling alleys in other cities are extending their hours. <br />Montie pointed out that the issue is that of competition. <br />Fahey felt that at this point the Council should take a wait and see <br />approach with this issue to determine what other cities will be doing. <br />Montour stated that he had no problem with waiting at this point, but <br />noted that the issue has been considered at the State level, and property <br />owners had the opportunity to address this issue at that level. <br />Blesener felt that the 2 a.m. closing time will be something that evolves <br />slowly similar to other changes that have occurred in liquor laws over the <br />years. <br />Anderson asked if the City could limit the 2 a.m. closing time to weekends <br />only. The City Attorney thought that could be done. <br />RRANCHISE It was the consensus of the Council that the franchise agreement <br />AGREEMENT proposal with Xcel Energy be discussed at the Wednesday, July 9`~' <br />PROPOSAL 2003 regular Council meeting. <br />16 <br />
