MINUTES CITY COUNCIL JUNE 24, 2003 DEVELOPMENT Mayor Fahey opened the public hearing on the Development Stage and STAGE AND Final Stage PUD to allow the development of an 57,000 square foot TINAL STAGE office and training facility proposed by the International Union of PUD - Painters & Allied Trades District Council 82. It was noted that the DISTRICT Planning Commission recommended approval subject to compliance COUNCIL 82 with the recommendations of the City Planner and City Engineer. The City Planner indicated that the Council could take action on the revised Final Plat for the Drywall Supply Addition to accommodate the District Council 82 development. However, he noted that there are a number of issues to be resolved relative to the revised PUD for Drywall supply, and he recommended that action on that item be tabled at this time. Frank Dunbar, representing the District Council 82, reviewed their development proposal. Blesener expressed concern that the District Council 82 development was short approximately 80 parking stalls and questioned where the additional parking would come from. Dunbar indicated that, for the most part, on-site parking as proposed is adequate for their needs. There a~-e, however, a few evenings where additional parking would be needed for the meeting hall. Dunbar indicated that they are proposing to enter into cross parking easements with Mr. Johnson which will provide additional parking for the District Council 82 development on the Drywall Supply property. Dunbar noted that Drywall Supply's parking needs occur during the day, therefore, a cross easement with the District Council 82 for additional parking in the evening will work. Blesener pointed out that the future use of the former Knox building is not known a~t this time. Therefore, parking cross easements may not work. Blesener also pointed out that Mr. Johnson is now proposing additional canopies in the area that Dunbar is proposing for overflow parking. Dunbar felt that the circulation space adjacent to the canopies could be used for overflow parking. Dunbar pointed out that they will have to demonstrate that parking works. Fahey asked the City Planner for his input on this issue. The Planner indicated that they have not received a complete set of drawings nor afull- scale plan, therefore, have not been able to analyze the proposal. The Planner pointed out that it is essential that Mr. Johnson provide adequate information so that these sorts of issues can begin to get resolved. The Planner indicated that the Council could act on the revised Final Plat for Drywall Supply, but there was not enough information to act on the revised PUD.
