MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />AUGUST 27, 2003 <br />Pursuant to due call and notice thereof a workshop meeting of the City <br />Council of Little Canada, Minnesota was convened on the 27th day of <br />August, 2003 in the Council Chambers of the City Center located at S I S <br />Little Canada Road in said City. <br />Mayor Michael I. Fahey called the meeting to order at 6:30 p.m, and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor Mr. Michael I. Fahey <br />Council Member Mr. Matt Anderson <br />Council Member Mr. Bill Blesener <br />Council Member Mr. Jim LaValle <br />Council Member Mr. Rick Montour <br />ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br />Parks & Rec. Dir. Mr. Jim Morelan <br />Accounting Supvr. Ms. Shelly Rueckert <br />Parks Consultant Mr. Bill Sanders <br />Parks & Rec. Comm. Ms. Ginger Glaser <br />Parks & Rec. Comm. Mr. James Broten <br />Resident Mr. Richard Heinel <br />Resident Mr. Don Heinel <br />Deputy Clerk Ms. I{athy Glanzer <br />TRAIL SYSTEM The purpose of tonight's workshop meeting is to review the trail project <br />priority list and reach consensus on development priorities. Part of this <br />consideration will include the fact that the City recently received a <br />matching grant for trail improvements as well as the City's plan to enact <br />franchise fees and utilize a portion of this revenue toward debt service for <br />trail improvements. <br />Anderson pointed out that the trail grant was awarded for the Powerline <br />Trail (Westwinds to Maple Leaf CourC) and the Waterworks Trail (South <br />Owasso to North Owasso on-grade crossings of railroad tracks and South <br />Owasso). Therefore, these two trail improvements can be omitted from <br />the priority ranking as they are currently funded through grant funds with <br />a match from the City. <br />The Council and Commissioners discussed in detail the section of <br />Powerline Trail listed as item #4 on the priority listing.
