MINUTES <br />CITY COUNCIL <br />AUGUST 27, 2003 <br />discussion was how to bring the trail from Edgerton Street to Desoto. <br />Options discussed were bring the trail through the Heinel property, <br />running an off-street trail down Edgerton Street to Allen Avenue, or <br />utilizing the Edgerton Street shoulder as an on-street path. <br />Fahey suggested utilizing the Edgerton Street shoulder as an on-street path <br />until such time as the Heinel property is developed. <br />Glaser agreed that due to current budget constraints alternatives to putting <br />the trail through the Heinel property at this time should be pursued. <br />Glaser agreed with utilizing Edgerton Street to Allen Avenue, but felt <br />from a safety standpoint an off-street trail would be preferable. <br />Fahey questioned the practicality of spending a lot of money on an off- <br />street trail when Edgerton Street will be rebuilt in the future. <br />LaValle pointed out that at the time the Heinel property is developed, the <br />City can require the dedication of land for a trail at no cost to the City. <br />Glaser pointed out that it is conceivable that the Heinel property may not <br />develop for 20 years. An interim solution would be an on-street trail on <br />Edgerton, but Glaser felt that was not a good long-term solution. <br />Don Heinel asked about the impact of the Unweave the Weave project and <br />reconstruction of the Edgerton Street bridge on Edgerton Street, <br />specifically the drainage system. Glaser pointed out that the impact to <br />Edgerton Street grades is only a couple of hundred feet south of County <br />Road D. <br />Fahey asked if those presented agreed with the following priorities as <br />listed in the agenda materials: <br />Jackson Street Trail (LC Road to Waterworks Trail) <br />Desoto Street Trail <br />a. Phase 1 - LaBore to Allen <br />b. Phase 2 -Allen to Centerville <br />Power Line Trail <br />a. Payne to Edgerton Street <br />b. Edgerton Street Crossing <br />Glaser indicated that the Jackson Street Trail has the top priority at this <br />time. It was pointed out that approval of quotes for this trail improvement <br />is scheduled for Council consideration this evening. <br />2 <br />
