MINUTES <br />CITY COUNCIL <br />AUGUST 27, 2003 <br />Blesener pointed out that approximately $45,000 per year from franchise <br />fees could be used to cover the debt service for trail improvements. <br />$45,000 would cover the debt service for $555,100 over a 17-year period. <br />Blesener asked if the funding cut off line would be moved down should <br />the Powerline Trail proceed as an on-street trail utilizing the Edgerton <br />Street shoulder. The Accounting Supervisor pointed out the need to <br />allocate more dollars to the Relief Association, therefore, the cut-off line <br />would remain as is. <br />Fahey noted that one of the issues open for discussion was the Heinel's <br />feelings for dedicating a trail easement if the trail were paved and fenced <br />with gates installed to allow the Heinel's to cross the trail to continue their <br />farming operation. Don Heinel indicated that a trail improvement through <br />his family's property would make their farming operation difficult. Heinel <br />felt that utilizing the Edgerton Street shoulders as an on-street trail would <br />be a good solution until their property is developed. Heinel pointed out <br />that at the time a development is proposed, the City would be able to <br />obtain the trail at no cost. However, at this point his plan is to continue <br />farming the property. <br />Fahey indicated that the preferred long-term solution would be to have the <br />trail run through the Heinel property. However, he indicated that given <br />the farming operation and the utilization of the Heinel property for their <br />livelihood, he was not inclined to put the trail through this property at this <br />time. <br />Those present discussed the option of utilizing Edgerton Street for either <br />an on-street trail or an off-street trail. It was noted that Edgerton Street is <br />a busy road, and the Parks & Rec Director felt an on-street trail was a <br />safety concern. <br />Fahey pointed out that if the City did nothing at this point, children will <br />continue to get to Pioneer Park utilizing the street system as they are doing <br />now. <br />Glaser pointed out that once the City puts in the connection from Payne <br />Avenue to Edgerton Street, more children would be directed to Edgerton <br />Street to access the park system, therefore, increasing safety concerns. <br />Fahey felt that utilizing the Edgerton Street shoulders was a safer situation <br />than having children on Payne Avenue and LaBore Road since these <br />streets are narrower than Edgerton. <br />
