MINUTES <br />CITY COUNCIL <br />AUGUST 27, 2003 <br />NORTH STAR The City Administrator submitted for Council action the proposed <br />ESTATES North Star Estates Storm Shelter Development Agreement. The <br />STORM Administrator indicated that the Development Agreement incorporates <br />SHELTER changes as recommended by City staff, and the City is in receipt of the <br />appropriate deposit from the property owner. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RE,S`07 UTION NO. 2003-8-194 -APPROVING THE NORTH STAR <br />ESTATES STORM SHELTER DEVEI OPMENT AGREEMENT AS <br />RECOMMENDED 13Y CITYSTAFFAND AUTHORIZING THE <br />MAYOR AND CITYADMINISTRATOR TO EXECUTE ON BEHALF <br />OF THE CITY <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5) Blesener, Montour, Fahey, LaValle, Anderson. <br />Nays (0). Kesolution declared adopted. <br />NO PARKING The Council reviewed survey results which indicate that the majority <br />ON PARK of property owners surveyed along Park Street prefer that no parking be <br />STREET posted on the east side of the street. It was noted that this is the Public <br />Works Director's recommendation as well, although he points out in his <br />report that the safest option would be to post both sides of the street as no <br />parking. <br />LaValle suggested that prior to taking action on the no parking proposal, <br />the City should have a traffic car observe the area and make a <br />recommendation. Fahey indicated that he was agreeable to posting one <br />side of the street as no parking at this time. Should the need arise to post <br />both sides of the street, the Council could consider that option in the <br />future. <br />John Issacson, Park Street, felt that posting the east side of Park Street as <br />no parking was a reasonable solution. Issacson noted that parking <br />problems along Park Street were worse during the construction of the <br />Edgewater Townoffices as construction workers were parking on the <br />street. Now that construction is completed, the situation has improved. <br />Todd Phillips, Park Street, agreed with the posting of the east side of Park <br />Street as no parking. Phillips also suggested that the speed limit be <br />lowered and speed bumps installed on the street to try to get traffic to slow <br />down. <br />21 <br />
