MINUTES <br />CITY COUNCIL <br />SEPTEMBER 10, 2003 <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Blesener, LaValle, Montour, Anderson, Fahey. <br />Nays (0). Resolution declared adopted. <br />TWIN LAKE The City Administrator reviewed the need to address the treatment of <br />AREA storm water drainage in the Twin Lake area, noting that the only feasible <br />DRAINAGE way to treat run-off in this area appears to be to direct it toward the <br />freeway and into the Blacktern Pond and then into the Owasso Basin. The <br />Watershed has indicated that when the streets are reconstructed in the <br />Twin Lake area, run-off will not be allowed directly into Twin Lake. A <br />location for ponding is difficult to attain. The Administrator reported that <br />this issue has been discussed with MN DOT, and they are requesting that <br />the City make a written request for the study of this issue as part of the <br />Unweave the Weave project. Resolution declared adopted. <br />HRA The City Administrator reported that Ramsey County is considering the <br />SUBURBAN implementation of a HRA suburban tax levy of I% for the purpose of <br />TAX LEVI' generating funds for economic development/housing initiatives within <br />each of the County's communities. The Administrator pointed out that <br />based on the proposed funding distribution, it is estimated that in 2004 this <br />levy would generate $35,000 for Little Canada. While some communities <br />would do very well under the distribution formula, others would be would <br />not. The Administrator noted that for the allocation for Little Canada <br />would be essentially the same amount as collected from Little Canada <br />taxpayers. <br />Fahey noted that by supporting this new levy, the City would be <br />encouraging the County to levy taxes for projects that Little Canada may <br />
