MINUTES <br />CITY COUNCIL <br />SEPTEMBER 10, 2003 <br />or may not benefit from in the future. Fahey felt that the City Council was <br />perfectly capable of making its own decisions, and he was not interested in <br />a County levy, reallocated by a funding formula, for which the cities <br />would pay the County a 5% administration fee. Fahey felt this levy added <br />no value, and did not feel an additional layer of government was needed, <br />nor was an additional levy given the tough economic times. LaValle <br />agreed. <br />Blesener noted that the use of the dollars appears to be fairly unrestricted, <br />and that it appeared some cities were looking for ways to pick up extra <br />dollars. <br />Anderson agreed with opposing the proposed levy. He noted that while <br />the use of the dollars appears to be fairly unrestricted at this point, his <br />concern was going forward the rules would change and the County would <br />tell cities how they could spend this money. Anderson acknowledged that <br />with levy limits in place some cities were likely looking for additional <br />sources of revenue. <br />Fahey pointed out that the City has done a good job in providing a wide <br />variety of housing options. Fahey agreed that in the future the County <br />could place additional conditions on the use of this money. He also did <br />not want to get into a situation were Little Canada taxpayers were <br />subsidizing taxpayers in other cities. <br />The City Administrator noted that these dollars could be a funding source <br />for the City's business revolving loan fund. The dollars could also be <br />available for the rehab of existing multi-family housing units. <br />Mr. Fahey introduced the following resolution and moved its adoption: <br />RESOI UTION NO. 2003-9-208 -INSTRUCTING THE CITY <br />ADMINISTRATOR TO INFORM THE COUNTY THAT LITTLE <br />CANADA DOES NOT SUPPORT THE COUNTY'S PROPOSED HRA <br />SU13UR73AN TAX LEVY PROPOSAL FOR THE REASONS <br />DISCUSSED THIS EVENING <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Fahey, LaValle, Montour, Blesener, Anderson. <br />Nays (0). Resolution declared adopted. <br />TRANSIT The City Administrator presented a Joint Powers Agreement with Metro <br />CENTER JPA Transit for their transit center located in Little Canada. Fahey indicated <br />that the transit center would be an asset to the City and provide a good <br />6 <br />
