MINUTES <br />CITY COUNCIL <br />SEPTEMBER 10, 2003 <br />service for the senior citizens residing in the area of Rice Street and Little <br />Canada Road. <br />Blesener expressed concern that there was the potential for parking <br />problems in the area of the proposed transit center. Blesener noted that the <br />transit center is a transfer station, but felt some people may utilize it as a <br />park and ride. <br />The City Administrator indicated that there have been some parking <br />problems in the area attributed to the transfer station. He noted that Metro <br />Transit is planning to construct a park and ride in the area of Rice Street <br />and Highway 36, and they will work to ensure that the transfer station is <br />utilized as just a transfer station. <br />Fahey recommended that the agreement be modified to require Metro <br />Transit to supply the necessary resources to address any parking problems <br />that might occur as the result of the transfer station, such as transit officers <br />monitoring the area, providing appropriate notice to people parking in the <br />area, and working with the Sheriff's Department. <br />Montour suggested that since the City has eliminated advertising on bus <br />benches, advertising should be prohibited within the transit station. The <br />City Administrator noted that given the transit station is not a principal <br />use, advertising within the station would not be allowed under the City's <br />codes. Council felt that the agreement should be very specific on the <br />prohibition of advertising within the transfer station. The Council felt that <br />the only signage that should be allowed would be informational transit <br />signage related to bus routes, etc. <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2003-9-209 -APPROVING THE TRANSIT <br />CENTER .IOINT POWERS AGREEMENT SU73.IECT TO THE <br />MODIFICATIONS DISCUSSED THIS EVENING RELATIVE TO <br />METRO TRANSIT RESPONS7I377.ITYFQR PARKING <br />ENFORCEMENT AND RELATIVE TO THE PROHI73ITION ON ALI. <br />ADVERTISING SIGNAGE, AND AUTHORIZING THE MAYOR AND <br />CITY ADMINLSTRATOR TO EXECUTE THE AGREEMENT ON <br />73EHAI.F OF THE CITY <br />The foregoing resolution was duly seconded by Anderson. <br />Ayes (5) LaValle, Fahey, Montour, Anderson, Blesener. <br />Nays (0). Resolution declared adopted. <br />
