MINUTES <br />CITY COUNCIL <br />SEPTEMBER 24, 2003 <br />27 years, and there has been a detrimental impact on his business as the <br />result of the sun~ounding cities allowing bars to remain open until 2 a.m. <br />Fahey indicated that if the Council does call for a public hearing to <br />consider the 2 a.m. bar closing time, he wanted the surrounding property <br />owners notified of the hearing given the impact that the extended closing <br />time could have on them. <br />Dave Cossack, Gordies' Bar, also reported the detrimental impact that not <br />being able to remain open until Z a.m. is having on his business. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOI, UTION NO. 2003-9-222 - CAL L ING A PUBLIC HEARING <br />FOR WEDNESDAY, OCTOBER 22, 2003 TO CONSIDER AN <br />INCREASE IN THE ON-.S`AI E LIB UOR LICENSE FEE, <br />AMENDMENT OF THE CODE TO ALLOW FOR 2 A.M. 73AR <br />CLOb`ING TIME, AND ESTA737.ISHMENT OF A 2 A.M. LIQUOR <br />LICENSE AND I,ICEN.SE FEE <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5) Blesener, Montour, Fahey, Anderson, LaValle. <br />Nays (0). Resolution declared adopted. <br />TRAIL The Council reviewed the recommendation of the Parks & Recreation <br />PRIORITIES Commission relative to the trail priority listing. Council also reviewed the <br />Commission's position that if an easement is acquired between Payne <br />Avenue and Edgerton Street, the improvement of a trail on that easement <br />should be delayed until an easement can be acquired through the Heinel <br />property. <br />Fahey indicated that he agreed an easement should be pursued between <br />Payne Avenue and Edgerton Street. However, he was not convinced that <br />this section should not be improved as soon as an easement is acquired. <br />Fahey indicated that it could be several years before an easement can be <br />obtained through the Heinel property, and he felt it was better to funnel <br />walkers and bikers to the paved shoulders along Edgerton Street, than <br />have them continue to get to the City's parks via streets without paved <br />shoulders. <br />The Parks & Recreation Director noted that the Commission is <br />recommending proceeding with trail improvements during 2004 as listed <br />above the gray line on the priority sheet as listed on page 4 of the agenda. <br />The Director noted a new addition to the priority listing is the Fire Station <br />13 <br />
