MINUTES <br />CITY COUNCIL <br />SEPTEMBER 24, 2003 <br />Memorial Trail which would be located just north of the fire station and <br />would run along the Water Works property, behind Little Canada <br />Elementary School and eventually loop up to Little Canada Road. <br />With regard to the previous discussion about restriping Edgerton Street to <br />accommodate an on-street trail, Blesener stated that after looking at <br />Edgerton, he did not think the County would support moving a driving <br />lane closer to the ditch. Morelan pointed out that the Parks & Recreation <br />Commission's position is that an on-street trail along Edgerton Street <br />would be unsafe. <br />Fahey pointed out that there are paved shoulders along Edgerton Street <br />that are used by walkers and bikers. He felt directing pedestrian traffic to <br />Edgerton Street was safer than not, and stated that he did not support <br />delaying the trail connection from Payne Avenue to Edgerton Street until <br />an easement through the Heinel property can be acquired. Fahey pointed <br />out that the paved shoulders along Edgerton Street are wider than the <br />shoulders along Keller Parkway. <br />Blesener felt that the traffic speeds along Edgerton Street were faster than <br />on Keller Parkway. Fahey disagreed and pointed out that Keller Parkway <br />is a curved street. Fahey felt that if an easement can be acquired to <br />connect Payne Avenue to Edgerton Street, then a trail should be paved and <br />pedestrian traffic directed to Edgerton Street to use the paved shoulder <br />along that street. <br />The Council discussed the fact that if the City proceeds with the trail <br />priorities recommended by the Parks & Recreation Commission, there <br />would be no dollars left to construct a trail from Payne Avenue to <br />Edgerton Street should that easement be acquired. The Parks & Rec <br />Director was unsure what the paving cost was estimated at. It was noted <br />that there may be donations or other funding sources that would cover the <br />cost of paving that trail section. <br />Mr. Blesener introduced the following resolution and moved its adoption <br />RESOI UTION NO. 2003-9-223 -ACCEPTING THE <br />RECOMMENDATION OF THE PARKS & RECREATION <br />COMMLSSION RELATIVE TO TRAIL PRIORITIES, AND <br />INDICATING THAT TILE COUNCIL, WILL ADDRESS` THE LSSUE <br />OF THE PAYNE AVENUE CONNECTION TO EDGERTON STREET <br />AT SUCH TIME AS AN EASEMENT IS ACQUIRED <br />14 <br />
