MINUTES OF TIIE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />OCTOBER 15, 2003 <br />Pursuant to due call and notice thereof a special meeting of the City <br />Council of Little Canada, Minnesota was convened on the 15th day of <br />October, 2003 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Michael I. Mayor Fahey opened the Public Hearing to consider assessments for <br />2001-18 the improvement of Market Place' Drive by road reconstruction and <br />MARKET concrete curb and gutter. <br />PLACE <br />DRIVE The City Engineer reviewed the project costs noting estimated actual costs <br />are $900,858.62 with the assessable portion of those costs at $316,798.40. <br />This project came in under the Engineer's initial estimate of <br />$ ].,310,000.00. <br />The Engineer then reviewed the City's commercial assessment policy that <br />provides for ate 80% assessment of street reconstruction costs, a 100% <br />assessment for the cost of curb and gutter, and no assessment for storm <br />sewer costs. The Engineer further noted that the City is not proposing to <br />assess the cost of sanitary sewer or watermain repairs that were a part of <br />this project. It was further noted that the commercial assessment is capped <br />at a maximum street assessment rate of $95.00 per fi'ont foot, and given <br />total project costs spread against the total amount of assessable footage, <br />that is the basis of the assessment for this project. <br />
