MINUTES <br />CITY COUNCIL <br />OCTOBER 15, 2003 <br />The Engineer then reviewed assessment payment methods. Property <br />owners can pay their assessment at the City Center within the next 30 days <br />with no interest accruing on the assessment balance. Partial payments are <br />also accepted with the City then certifying the unpaid assessment balance <br />to Ramsey County for collection with property taxes. After expiration of <br />the 30-day period, any unpaid assessments are certified to Ramsey County <br />for collection with property taxes. The assessment balance is spread over <br />a period of 10 years with interest accruing at the rate of 5.5%. The <br />Engineer indicated that once assessments are certified to the County, the <br />property owner always has the option of paying off the assessment earlier <br />than the 10-year period. Early payoffs are made to Ramsey County and <br />are subject to statutory requirements. <br />There was no one from the general public present wishing to comment on <br />this matter. <br />The City is in receipt of no written objections to this assessment. <br />Upon motion by Blesener, seconded by Montour, the public hearing was <br />closed. <br />Mr. Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2003-10-233 -ADOPTING THE ASSESSMENT <br />FOR MARKET PLACE DRIVE, IMPROVEMENT NO. 2001-18, AS <br />RECOMMENDED BY CITY STAFF, WITH REPAYMENT TERM AT <br />TEN YEARS AND INTEREST RATE AT S.5% <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (3) Fahey, Montour, Blesener. <br />Nays (0). Resolution declared adopted. <br />IMP. NO. Mayor Fahey opened the public hearing to consider the assessment for the <br />2001-22 improvement of Ryan Drive between Ryan Lane and Country Drive by <br />RYAN reconstructed road surface. <br />DRIVE <br /> The City Engineer reported that the estimated actual costs of the project <br /> are at $141,745.00 which is over the initial estimate of $103,200.00. The <br /> Engineer indicated that the increased costs are related removal of piles <br /> from the roadbed as well as disposal, an increase in the correction area, <br /> and some minor storm sewer modifications. <br />The Engineer indicated that 100% of the cost of the project will be <br />assessed against the benefiting properties.
