MINUTES <br />CITY COUNCIL <br />NOVEMBER 2G, 2003 <br />public hearing process at the first meeting in January to solicit input from <br />adjacent property owners. <br />Elaine Zoch, Condit Street, asked if there would be a second generator <br />installed as part of the building addition. Wilson replied that there would <br />not, the existing generator would be sufficient to support the building <br />addition as well as the existing building. <br />Blesener asked about the berming around the generator. Wilson replied <br />that the berming would consist of natural plantings. <br />Blesener asked if there was a retaining wall planned for the north side of <br />the property. Wilson replied that there was not. However, landscaping <br />consisting of approximately 27 trees would be planted along the northern <br />edge of the property. The City Administrator indicated that the parking <br />area was pulled further back to eliminate the need for the retaining wall. <br />Elaine Zoch indicated that when the first building was constructed, there <br />was construction activity and noise on the site as early as 4 a.m. Zoch also <br />indicated that there was construction parking occurring along Condit <br />Street. <br />The City Administrator repa•ted that construction parking on Condit <br />Street is prohibited. He also indicated that the City's ordinance prohibits <br />construction activity earlier than 7 a.m. The Administrator recommended <br />that property owners in the area call the Sheriffs Department if there are <br />any parking or other ordinance violations occurring. The Administrator <br />noted, however, that construction traffic and activity will be allowed on <br />Condit Street as part of the removal of the berm. <br />Elaine Zoch pointed out that residents in the area have a difficult time <br />getting out of Nadeau Road and onto Country Drive because of the heavy <br />traffic Zoch asked about the additional traffic from this building addition, <br />and suggested athree-way stop be installed at Country Drive and Nadeau <br />Road. <br />The City Administrator did not believe the intersection would meet the <br />criteria for athree-way stop. He stated that the addition of the right-turn <br />lane on Country Drive at Little Canada Road and the traffic signal at <br />Owasso Blvd. acrd Rice Street were done to help alleviate traffic problems. <br />He also pointed out that Comfort Bus will be moving to their new location <br />in Maplewood. The Administrator agreed, however, that at times traffic <br />will still be a challenge. <br />
