MINUTES <br />CITY COUNCIL <br />DECEMBER 17, 2003 <br />SIGN The City Planner indicated that there is a sign permit application pending for <br />POLICY The Lodge. This sign consists of individually lit letters mounted on a raceway. <br />The Planner noted past Council discussion relative to raceways, and asked for <br />the Council's position on this issue relative to The Lodge. It was noted that the <br />sign in question has been installed, and the applicant has been informed of the <br />need to obtain Council direction on the raceway issue. <br />The City AdminisY~~ator indicated that the City's architectural guidelines do not <br />specifically prohibit raceways, and the issue is a policy decision for the Council <br />given previous direction that no new signs with raceways would be allowed on <br />the Market Place Shopping Center. <br />Fahey asked for the recommendation of the City Planner given that he has not <br />seen the sign in question. The City Planner indicated that in looking at the sign <br />from the street, it is not obvious that it is mounted via a raceway. The sign has <br />individually lit letters that appear to be mounted directly to the building rather <br />than being attached by a raceway. <br />Montour felt that the City should take a consistent position on the raceway issue <br />rather than deal with it on individual properties. <br />Anderson agreed, and indicated that it would be unusual that the City would <br />prohibit the mounting of new signs via raceways on the Market Place Shopping <br />Center, and not apply this same condition to the City's gateway development. <br />Montow~ indicated that the issue is one of economics, and also pointed out one <br />sign in the City that is mounted on the building projects quite far from the <br />building front. <br />Fahey stated that he would have an objection to raceways that are obvious and <br />project out substantially from the building. However, he would not object to a <br />raceway that is painted to match the building and blends in well. The Planner <br />indicated that this particular sign has a raceway that is painted to blend in with <br />the building. Driving by, the raceway is not visible. <br />The City Administrator indicated that the issue does not appear to be economic, <br />but that George Sherman has informed his retail tenants that their signs must be <br />mounted via raceways. <br />Montour again pointed out that raceway signs are less expensive; and, in his <br />opinion, do not look as good as individually mounted letters. <br />Fahey noted that the Council has just been presented this issue this evening. He <br />suggested that the matter be tabled until the January 14°i meeting to give the <br />
