MINUTES <br />Parks & Recreation Commission <br />May 1, 2003 <br />Broten recommended that cash be accepted in lieu of land for the park charge on the Hanzel <br />property located ozz Twin Lake Road <br />Motion secozzded by Gray. <br />Motion carried 7- 0. <br />PLAQUE Sackett Glaser asked for suggestions on the size and placement of a plaque for the Round Lake <br />Pump House. This plaque would explain about the history surrounding the pump house. <br />Sackett Glaser felt the plaque was a good idea since the City went through the trouble of <br />restoring the pump house. <br />The Commission asked that the Director to coordinate the size and placement of the plaque <br />along with negotiating the following suggestions with the Little Canada Historical Society <br />(LCHS). <br />• The City of Little Canada should be recognized on the plaque too since the restoration was a <br />joint project with the LCHS....not necessarily the words "City of Little Canada," but the <br />addition of our City logo would be nice. <br />• Spell out the words to WPA as well as LCHS. <br />• Include the date the pump house was restored. <br />TOWER LINE Sackett Glaser stated that at the Council workshop, the power line trail came up again. The plan <br />TRAIL that the majority of the Council wants us to follow is to bring the trail under the power lines to <br />Edgerton Street and then go south on one side of Edgerton Street using anoff-street trail to <br />Allen Avenue in order to make the connection to Pioneer Park. This method would keep the <br />trail entirely off of the farmland in the area. If the farmland is ever developed, the trail <br />easement could be accepted for the park charge, but until that time, it would be nice to complete <br />the trail loop. <br />Sackett Glaser commented that the Commission needs to discuss how to get across Edgerton <br />Street and which side of the road to use. The Director stated that the City Engineer faxed him <br />some information on the Edgerton Street crossing dealing with the possible drainage of an <br />underground route if we decided to go with an underpass underneath the street. Right now, it <br />looks questionable that they would be able to get the proper height clearance there and if they <br />would, they would have to redo what they are planning on for the drainage system in that area. <br />What they have planned right now would not drain aten-foot high underpass so they would <br />have to change their drainage system to accommodate an underpass. The Engineer estimated <br />$130,000-$140,000 for constructing an underpass and that does not include removal and <br />reconstruction of the street nor lowering of the storm sewer line. The Director estimated <br />another $60,000 minimum to achieve the lower drainage and street reconsriuction. The Director <br />stated that a recommendation is needed from the Commission on whether to pursue the <br />underpass or go with the crossing at grade. <br />Broten stated that he ran into the Heinels when he was out looking for a possible connection to <br />the park. He talked to them about a possible connection down Vanderbie that would cut into a <br />Page 2 of 4 <br />
