MINUTES Parks & Recreation Commission May 1, 2003 Broten recommended that cash be accepted in lieu of land for the park charge on the Hanzel property located ozz Twin Lake Road Motion secozzded by Gray. Motion carried 7- 0. PLAQUE Sackett Glaser asked for suggestions on the size and placement of a plaque for the Round Lake Pump House. This plaque would explain about the history surrounding the pump house. Sackett Glaser felt the plaque was a good idea since the City went through the trouble of restoring the pump house. The Commission asked that the Director to coordinate the size and placement of the plaque along with negotiating the following suggestions with the Little Canada Historical Society (LCHS). • The City of Little Canada should be recognized on the plaque too since the restoration was a joint project with the LCHS....not necessarily the words "City of Little Canada," but the addition of our City logo would be nice. • Spell out the words to WPA as well as LCHS. • Include the date the pump house was restored. TOWER LINE Sackett Glaser stated that at the Council workshop, the power line trail came up again. The plan TRAIL that the majority of the Council wants us to follow is to bring the trail under the power lines to Edgerton Street and then go south on one side of Edgerton Street using anoff-street trail to Allen Avenue in order to make the connection to Pioneer Park. This method would keep the trail entirely off of the farmland in the area. If the farmland is ever developed, the trail easement could be accepted for the park charge, but until that time, it would be nice to complete the trail loop. Sackett Glaser commented that the Commission needs to discuss how to get across Edgerton Street and which side of the road to use. The Director stated that the City Engineer faxed him some information on the Edgerton Street crossing dealing with the possible drainage of an underground route if we decided to go with an underpass underneath the street. Right now, it looks questionable that they would be able to get the proper height clearance there and if they would, they would have to redo what they are planning on for the drainage system in that area. What they have planned right now would not drain aten-foot high underpass so they would have to change their drainage system to accommodate an underpass. The Engineer estimated $130,000-$140,000 for constructing an underpass and that does not include removal and reconstruction of the street nor lowering of the storm sewer line. The Director estimated another $60,000 minimum to achieve the lower drainage and street reconsriuction. The Director stated that a recommendation is needed from the Commission on whether to pursue the underpass or go with the crossing at grade. Broten stated that he ran into the Heinels when he was out looking for a possible connection to the park. He talked to them about a possible connection down Vanderbie that would cut into a Page 2 of 4
