MINUTES <br />PLANNING COMMISSION <br />JANUARY 9, 2002 <br />indicated that they are very flexible in where they could locate within the <br />parking lot; therefore, were willing to work with staff to address any <br />issues or concerns that may arise. <br />Knudsen felt that the Linden's garden/flower mart was an asset for the <br />community and he agreed with a simplification of the process. Knudsen <br />asked about major changes and the Planning Commission's ability to <br />review the CUP in those instances. <br />The City Planner indicated that the staff review would be solely for <br />location changes within the parking lot. Any change in the scope or scale <br />of the business would be reviewed by the Commission and the Council. <br />The Planner further noted that any changes in the operation of the Market <br />Place Shopping Center would require an amendment to their PUD that <br />also required review by the Commission and the Council. Therefore, the <br />Commission and the Cowicil would be involved in reviewing changes <br />other than the relocation of the garden/flower mart within the parking lot. <br />Roycraft asked the timefi~ame that the garden/flower mart operated within <br />pointing out the potential for conflict with the City's clean-up day. Linder <br />indicated that the mart would be open from approximately April 15°i <br />through July 15°i. Clean-up day is typically the first Saturday in May. <br />Keis felt that the parking lot was large enough to accommodate clean-up <br />day as well as the garden mart. <br />Duray asked about the Commission automatically revisiting the issue in <br />one year to determine how it is working and blending into the area. Keis <br />felt that the Linden's operation has always been a good one, therefore, it <br />was unnecessary to bring the matter back in one year. The City Planner <br />noted that the Commission can unilaterally review the CUP at any time. <br />Knudsen recommended approval of the amendment to Conditional Use <br />Permit allowing Linden's Garden Centers to relocate their flower/garden <br />mart to proposed Site A within the parking lot of the Market Place <br />Shopping Center, and allowing City staff to handle any future relocations <br />within the parking lot on an administrative basis. <br />Motion seconded by Wojcik. <br />Motion carried 7 - 0. <br />AMEND CUP Brett Pirkola appeared before the Commission requesting an amendment <br />2935 to a Conditional Use Permit to allow access to an existing second garage <br />EDGERTON along the north side of his house and attached garage located at 2935 <br />-2- <br />
