The Planner noted that previous to the Edgewater Townoffice <br />development, and in considering the townoffice use proposed by Blacktern <br />Office Park, the City had reduced parking requirements to accommodate <br />the small office users. When considering the Edgewater Townoffice <br />development, the PUD was used as an overlay to the B-3 Zoning to further <br />restrict the development to office-type uses. <br />The City Planner indicated that Mr. Cole's use is clearly not the classic <br />office-type use; therefore, an amendment to the PUD is necessary in order <br />for the hair replacement business to occupy this space. <br />Knudsen indicated that the primary issue is the amount of parking that will <br />be required to support the hair replacement business. The City Planner <br />agreed, noting that the issue is that a particular use does not overwhelm <br />the parking available, thus having a negative impact on other businesses in <br />the townoffice complex. <br />Duray asked how much parking was available to each townoffice. The <br />City Planner indicated that the entire parking lot is held in common for all <br />the users, however, there are about three spaces per unit. <br />Cole reported that he has a occupies a townoffice unit with a walkout. <br />Only one floor of the unit if finished space. Cole reported that he and his <br />wife are the only employees of the business. He also indicated that he <br />would be providing service to one customer at a time with, at most, <br />another customer waiting. Hours of operation are Monday through Friday <br />from 10 a. m. to 6 p.m. with half days on some Saturdays. <br />Cole again raised the subject of the need for the PUD amendment and the <br />fact that the building permits and occupancy permits for his unit were <br />issued. Roycraft noted that a series of meetings were held on the <br />Edgewater Townoffice development. The PUD was put in place-to-place <br />additional restrictions on the townoffice development, and at no time was <br />there discussion for other than the typical office type uses. Roycraft <br />indicated, however, that he did not see a problem with the hair <br />replacement business locating in the Edgewater Townoffices. <br />Knudsen pointed out that the focus of the Planning Commission is the <br />density of the use. Knudsen asked of Cole had any plans for future <br />expansion of the business that would impact the demand on parking. <br />Cole reported that he purchased the townoffice unit as a real estate <br />investment and not because of plans to expand his business. Cole reported <br />that he preferred to keep his business at the size that he and his wife could <br />run it without the need for employees. <br />-2- <br />
