MINUTES <br />PLANNING COMMISSION <br />FEBRUARY 13, 2003 <br />Knudsen asked the typical length of a client visit. Cole responded that <br />client service typically takes 45 minutes to I hour. He further reported <br />that his business is not a hair salon, and he does strictly hair restoration. <br />Duray asked if the PUD amendment would run with the property. The <br />City Planner replied that it would, therefore, any approval should be <br />specific to the hair replacement business as Mr. Cole has described. If Mr. <br />Cole were to sell his building and another hair replacement business were <br />to purchase it, they would be able to operate under the same PUD <br />amendment. <br />Knudsen stated that he would ]ike the approval to somehow limit the <br />expansion of the business. Knudsen was concerned that if Mr. Cole added <br />five employees, the demands on parking would be too great. <br />Again, Mr. Cole indicated that he did not want to add employees, and <br />preferred that just he and his wife operated the business. <br />Roycraft asked about retail sales. Cole reported that he did offer retail <br />products for sale, but sales occurred at the time that clients came in for <br />service. Retail sales are a very incidental part of the business. <br />Ban~aclough pointed out that there is an owners' association in place, and <br />if Mr. Cole's business is utilizing too much parking area, the association <br />will address this with Mr. Cole. The City Planner indicated that the City <br />did not want to get in to the situation where it has to monitor the number <br />of employees that a business has. <br />Weihe asked if Mr. Cole planned to expand into his walkout basement <br />space. The City Planner suggested that the PUD amendment could <br />requirement further review by the City at the time the walkout space were <br />improved. <br />Mark Gossman, developer of the project, indicated that there were other <br />businesses in the townoffice complex that could possibly expand into <br />walkout areas. Gossman questioned why Mr. Cole's business would need <br />additional reviews if that expansion were to occur while these approvals <br />would not be necessary for other businesses in the townoffice park. <br />The City Planner pointed out that the typical office uses in the townoffice <br />park have very limited client traffic. Therefore, given the nature of Mr. <br />Cole's business, it was felt that additional review was required. <br />-~- <br />
