MINUTES <br />PLANNING COMMISSION <br />APRIL 10, 2003 <br />Duray asked about turning lanes on Rice Street for the Aldi store. The <br />City Planner noted that the County will be reviewing access plans for the <br />store. <br />Barraclough asked for additional infa'mation on the Aldi store operation. <br />Anesi reported that Aldi is planning to open stores in Inver Grove Heights, <br />Little Canada, Champlin, and Minnetonka. It is currently located in 23 <br />states generally east of Minnesota. The Aldi store size is small, and they <br />carry their own house brands. There is a limited number of items, <br />merchandise is pre-packaged and ready-to-sell, thus reducing labor costs. <br />The stores do not carry fresh meat, nor do they sell alcohol, tobacco, or <br />magazines. Pricing is very competitive. The stores are open Monday <br />through Saturdays and are closed on Sundays. <br />Roycraft asked about additional traffic to the area. Anesi replied that they <br />are not adestination-type business, and would draw customers from the <br />current traffic that is driving by the store. Therefore, they will not <br />generate any additional traffic on Rice Street. <br />Barraclough asked about the proposed ponding area. Anesi replied that <br />the store roof and the parking lot will drain toward the pond. He noted <br />that this will be a day pond, there will be two pipes into the pond and one <br />pipe out. The City Planner noted that the pond will have to be constructed <br />to meet engineering standards. <br />There was no one from the general public present wishing to comment on <br />this matter. <br />Weihe asked about the City Engineer's comments relative to the Rice <br />Street ditch on the property. It was noted that the City Engineer is <br />proposing that the ditch a~'ea be filled in. Anesi reported that they will be <br />reviewing this issue with Ramsey County. <br />Roycraft asked about the construction timetable. Anesi estimated that <br />construction would begin June 1" and take 4 Yz months to complete. <br />Mr. Roycraft recommended approval of the Preliminary and Final Plat for <br />Schroedei's Rice Street Second Addition subject to compliance with the <br />recommendations of the City Engineer and City Planner. <br />Motion seconded by Duray. <br />Motion carried 6 - 0. <br />Mr. Roycraft recommended approval of the Architectural Review for the <br />Aldi Foods store subject to compliance with the recommendations of the <br />City Planner. <br />-3- <br />
