Howard ~, Green Com an <br />p Y <br />April 4, 2003 <br />File: 820660)-0240 <br />Honorable Chair and Planning Commission <br />City of Little Canada <br />515 Little Canada Road East <br />Little Canada, MN 551 1 7-1 633 <br />RE: ALDI FOOD MARKET <br />CITY OF LITTLE GANADA <br />Dear Planning Commission Members: <br />As requested, we have reviewed the submittal package for the proposed Aldi Food Market site <br />located on Rice Street just north of Arby's restaurant. The submittal documents were prepared by <br />Carly Torgersen, Inc., OPN Architects, Inc., and Schoen and Madson, Inc. Based upon our review of <br />the submitted plan and drainage calculations, we would offer the following comments: <br />1. Ramsey County should be contacted to determine if additional right-of-way is needed <br />along Rice Street. <br />2. The drainage and utility easements on the front and back of the lot should be 10 feet wide. <br />The side lot easement required width is five feet. <br />3. The maximum driveway width allowed by City ordinance is 24 feet. While both driveways <br />e~Cceed this, the southemmost driveway is already being used by the Arby's restaurant. <br />Therefore, it is our opinion that the south driveway remain at its current width and the north <br />driveway be narrowed to 24 feet. <br />4. Per Clty ordinance the minimum parking stall depth is 20 feet; minimum width is 8'/z feet. <br />The drive aisles could be narrowed to 24 feet. <br />5. The cun'ent parking layout indicates 133 stalls. This number of stalls would require a <br />minimum of five handicap accessible parking stalls. In addition, a minimum of one stall <br />must be van accessible. The City planner should comment on the number of stalls <br />satisfying the number required for the building use and size. <br />6. The maximum grade allowed across the handicap stalls is 12 to 1, horizontal to vertical. <br />AS shown, it appears the grades are steeper than this. In addition, greater detail should be <br />shown as to the access to the 5-foot sidewalk to the handicap stalls. <br />7. The Rice Street ditch just north of the southernmost driveway should be filled to provide an <br />urban boulevard and the driveway culvert removed. <br />8. A catch basin should be added to the southwest comer of the parking lot or the curb <br />ould be noted as "gutter out". in addition, top of curbs should be at all radius points to <br />tter define drainage patterns through the parking lot. <br />9.
