M7NUT1/S <br />PLANNING COMMISSION <br />MAY S, 2003 <br />the drainage for the development that flows into the central pond shown <br />on the plans and then into a storm sewer line along Little Canada Road <br />and into Round Lake. Sherman described an alternative for getting storm <br />water to Round Lake which involved crossing the aparrinent property to <br />the east. He indicated that various routing options are being expla ed with <br />the City Engineer a~td ,Public Works Director. <br />Sherman noted the recommendation that water be maintained in the pond <br />and indicated that this may require a separate well and pump system. <br />Sherman noted that this is a very small pond and it may not be effective <br />for the homeowners association to have to maintain a well for this pond. <br />Sherman asked if this recommendation was a fire one. <br />The Planner indicated that the City is looking to maintain water in the <br />pond from an aesthetic point of view. The Planner suggested that <br />Sherman review this recommendation with the City Engineer and Public <br />Works Director. <br />Duray asked about the pouding area at the southeast cosier of the <br />development. Sherman replied that this is an existing wetland area, and <br />noted that this area is part of the commitment fora 100-foot buffer zone <br />that was made by the developers of the apartment building to the east- <br />Sherman indicated that drainage for the townhome development does not <br />flow into this pond, but rather the central one shown on the site plan. <br />Duray asked the timing of development for the townhomes. Sherman <br />reported that the development agreement being negotiated indicated that <br />the development will have to be completed within 36 months. He further <br />noted that he is planning to develop the townhomes iu three phases, one <br />each year. However, if market conditions are favorable, the development <br />could proceed faster. <br />Sherman noted the Planner's couunents regarding a pedestrian system and <br />indicated that there is a walkway planned from Little Canada Road <br />running adjacent to the pond and then to the senior apartment building. <br />However, there is no internal sidewalk system planned within the <br />development. The Planner noted that this was a design recommendation <br />and is not a code requirement. The Planner indicated that given the <br />density of the development it was felt that an off-street pedestrian system <br />would be warranted, and he would like to work with the developer to see <br />if a sidewalk system could be fit in. The Planner noted that eventually the <br />sidewalk system could be extended to Rice Street when the Winter <br />property is developed. Another option would be for a wider street width <br />to accommodate an on-street path. <br />-~- <br />
