MINUTES <br />PLANNING COMMISSION <br />JULY 10, 2003 <br />The City Planner indicated that it appears the proposed plat meets the <br />standards of the Shoreland Ordinance as relates to addressing the ordinary <br />high water mark. The Planner indicated that the shoreland line is the most <br />pertinent for purposes of platting property. <br />Hartigan pointed out that several of the lots are not buildable in their <br />present form and only become buildable through filling and the addition of <br />10-foot high retaining walls. Hartigan expressed concern that the city <br />would approve a plat with unbuildable lots. <br />Glen Hageman indicated that the retaining walls were a surprise to him, <br />and he felt that other people in the area may wish to comment on the <br />walls. Hageman indicated that it may be possible to make any property <br />buildable if you fill it enough and add retaining walls, but he suggested <br />that the Commission consider the sensible use of this property. Hageman <br />pointed out that if the plat is approved, it will be up to every individual lot <br />buyer to make the property buildable through the addition of fill and a <br />retaining wall. Hageman felt that this situation left too many "ifs" and <br />was not a wise plan. <br />McDonnell indicated that every lot proposed is buildable. There are no <br />"ifs" and each lot is guaranteed to work. The seller of the property will <br />guarantee to the buyer that each lot is buildable. <br />Barbara Allan pointed out that as part of the preliminary plat approval, the <br />City Council requested that Preserve Trail be located down the center of <br />the lot. She noted that the developers have pushed Preserve Trail to the <br />west edge of the lot and she asked why. <br />McDonnell replied that this is the layout that the developer of the property <br />likes. <br />Allan pointed out that placing Preserve Trail down the center of the lot <br />would lessen the impact that the street will have on the Arcand property. <br />McDonnell indicated that they talked to Steve Brausen about <br />redeveloping, and he did not want Preserve Trail next to his house. <br />McDonnell indicated that Preserve Trail was placed at the western edge of <br />the lot, close to the Arcand property, and this layout complies with the <br />City's Code. <br />Allan asked what would be the difference of running Preserve Trail down <br />the middle of the lot, noting the lessened impact on the Arcand property. <br />Allan also asked the price range that is planned for the homes to be <br />developed.
