4/14/03 No response from homeowner. Site inspection reveals worker on site and has <br />begun to shingle roof. Approached worker on site and he went inside to locate <br />homeowner. Worker came back outside home and indicated homeowner was <br />sleeping. Worker was informed to stop work immediately and tell homeowner <br />that as not to commence construction without the necessary permits. Gave <br />worker my business car and told him to call my office when homeowner awoke. <br />4/15/03 Permit application received from homeowner to attach new building to existing <br />dwelling. Plans submitted along with application are not legible and do not <br />provide adequate details. Attachment #5 (actual size submitted) <br />4/18/03 Sent Letter. Homeowner was made aware plans were not complete as submitted <br />and what items where needed to process application. Attachment #6 <br />6/6/03 Drive by inspection revealed small details added to new accessory building. I <br />posted building with Stop Work sign and included my phone number. <br />6/27/03 Entire roof shingled and still no complete permit application or plans submitted to <br />the City. <br />7/24/03 Drive by inspection of the property. Landscaping being done to the house on the <br />property and around the new accessory building. Still no permit has been <br />approved. <br />8/19/03 Site inspection of the property. Male sitting in front yard claiming to do only <br />landscaping. He informed me that homeowner was not ]come, however, 2 other <br />vehicles were parked in driveway. Construction of a fence around property was <br />started without the necessary permit. Informed "Landscaper" that permits are <br />required for fence and accessory building. He said he would notify the <br />homeowner of that. <br />8/19/03 Citation Issued. Attachment #7 <br />The basis for the violation cited is as follows: <br />301.030(a) Building Code -Application, Administration and Enforcement <br />The city ordinance states that the application, administration, and enforcement of the code shall <br />be in accordance with Minnesota Rule part 1300.2100 and as modified by Chapter 1305. <br />Attachment #8 <br />
