MINUTES <br />PLANNING COMMISSION <br />NOVEMBER 13, 2003 <br />Wilson reviewed the recommendations made by the City Engineer in his <br />report dated November 10, 2003. Wilson indicated compliance with al] <br />these recommendations. <br />Wilson reviewed the recommendations made by the City Planner in his <br />report dated November I I, 2003 and indicated compliance except for item <br />#3 relative to the extension of the existing berm along Condit. Wilson <br />indicated that their plan was to have a level area with about a 4% slope to <br />Condit. That area would be grassed and landscaped. <br />Jack Bougie, Coedit Street, indicated that the existing berm is an eyesore <br />given the weeds. Bougie also indicated that he would prefer that this berm <br />be surfaced with grass rather than woodchips. The woodchips wash into <br />the street and are a problem. <br />Wilson agreed that the existing berm is not maintainable. <br />Knudsen asked if correction of the condition of the existing berm could be <br />a condition of this approval. Wilson pointed out that Mr. Biagini met the <br />conditions of his previous approval. To correct the existing berm would <br />result in additional costs that Mr. Biagini does not feel he should have to <br />absorb. <br />Marcel Zoch pointed out that the wood chips wash into the street and into <br />the sewer. He noted that in some areas the black plastic that is under the <br />chips is showing. <br />Keis stated that it was his recollection that the berm was installed at the <br />request of the Condit Street property owners to provide a barrier from <br />headlights from the adjacent commercial development. <br />Marcel and Elaine Zoch indicated that while the property owners may <br />have wanted the berm, they wanted it surfaced with grass rather that wood <br />chips. <br />Knudsen suggested that since Mr. Biagini is asking for an expansion of the <br />use, the City could require corrections to the existing berm. <br />Elaine Zoch asked how wide the grassy area abutting Condit would be. <br />The City Planner estimated the area at 15 to 16 feet. There would be 10 <br />feet from the curb area to the property line and an additional 5 to 6 feet <br />from the property line to the edge of Condit Street. <br />-7- <br />
