'~ <br />LITTLE CANADA PARK COMMISSION MEETING <br />JANUARY 18, 1979 <br />The regular meeting of the Little Canada Park Commission <br />was called to order at 7:20 p.m. January 18, 1979 in the Little <br />Canada City Center by Carl Spooner, Chairman. <br />Those in attendance included Carl Spooner, Richard Boss III, <br />Jean Donavan, Robert DeBace, Bill Sanders, Larry Saiko, Edith <br />Schultz, Jim Morelan, Midwest Planning Consultant Tim Erkkila <br />and Councilman fit! Scalze. <br />Minutes of the previous meeting were read and approved. <br />Tim Erkkila presented to the maubors the proposed Cumpru- <br />hensive Plan framework detailing where the park system would go <br />in their proposal. <br />Larry Saiko indicated the Metro Council requires detailed <br />facility planning which must follow the Metro Council guidelines. <br />Mr. Erkkila detailed four areas for park use -- One,near <br />Rice Street -- the Community Commercial Center. Use, size and <br />area coverage questions followed and some discussion regarding <br />alternates. Two, Round Lake, potential of 4-1/2 acre site was <br />a/"'1 treated next. Setback zoning requirements, DNR criteria des- <br />( cription as a natural environmental lake, city holding pond <br />possibilities, neighborhood park, model park potential with its <br />resulting requirements of natural area, play equipment, parking <br />and building, courts, open field games and other expanded <br />recreational potential. Discussion then turned to the dedication <br />of 10°a of the possible development by Ray Kroiss for property at <br />the north end of Jackson Street. With substantial planning done <br />ahead of the development tying into the complet@d area and the <br />park developed concurrently with construction a more pleasiny <br />situation could prevail. <br />Upon motion duly made and seconded, the following resolu- <br />tion was unanimously approved: <br />Before the final approval of development plans on <br />the dedicated park site in the Conduit, Jackson, <br />Owasso area by the Council of Little Canada, the <br />Park Commission of the City shall be given an <br />opportunity to review and respond to the action. <br />Discussion followed the <br />requesting Mr. Erkkila to defi <br />parks he said are usually just <br />not scheduling games.
