MINUTES OF THE REGULAR MEETING <br />PARKS & RECREATION COMMISSION <br />LITTLE CANADA, MINNESOTA <br />October 3, 2002 <br />Pursuant to due call and notice thereof a regular meeting of the Parks & Recreation <br />Commission of the City of Little Canada, Minnesota was held on the 3'~ day of October, <br />2002 in the Council Chambers of the City Center located at 515 Little Canada Road in said <br />City. <br />Chair Sackett Glaser called the meeting to order at 7:30 p.m. and the following members of <br />the Commission were present: <br />MEMBERS PRESENT: Ms. Ginger Sackett Glaser, Chair <br />Mr. James Broten <br />Mr. David Gray <br />Mr. Craig Larson <br />Mr. Robert Schabacker <br />Mr. Kevin Steinert <br />ALSO PRESENT: Mr. Jim Morelan, P&R Director <br />Ms. Kris Pechman, Recording Secretary <br />'MINUTES Schabacker recomuzended that the minutes front the meeting dated September S, 2002 be <br />approved as submitted <br />Motion seconded by Gray. <br />Motion carried 6 - 0. <br />NOEL DR. Sackett Glaser stated that staff has completed their research on the history of the City-owned <br />PROPERTY property on Noel Drive across the street from Gervais Mill Park. The property was never <br />rezoned from R-1 Single Family Residential to Public after it was purchased simply because <br />of an oversight. The property had been purchased for the purpose of building a public works <br />garage on the site, but the property is too small and other property has already been <br />purchased for the garage. A restrictive covenant could be entered into which would restrict <br />use of the property for all future owners. <br />Gray stated that he still waarts the land to remain open space. Larson agreed. <br />The Director stated that the Planning Commission, on a split vote, voted in favor of retaining <br />the R-1 zoning. <br />Kathy Smith, the person interested in purchasing the property for home construction, stated <br />that she agrees with the concept of leaving green space and the need for scow storage. She <br />would be willing to leave a buffer zone to achieve that goal. She also stated that she would <br />be willing to build a wooden bridge crossing the creek. <br />Page 1 of 3 <br />
