MINUTES
PLANNING COMMISSION
.IANUARY 10, 2002
Motion seconded by Roycraft.
Motion carried 7 - 0.
AMENDMENT The City Planner presented a draft ordinance which redefines the
TO TI3E Business-Warehouse (B-W) Zoning District. The revisions sets up the
ZONING district as primarily an office, office/showroom, and office/warehouse
CODE - B-W district with outdoor storage limited to parking for company trucks and
DISTRICT trailers, limited to ten (10) percent of the rear yard only. No outdoor
storage of materials would be allowed.
The Planner reported that the City has been contacted by a number of
entities that are interested in purchasing the Knox site (one of the sites that
would be affected by this change). One proposal to redevelop the Knox
property includes outdoor storage use. This proposal calls for a new
building on the north side of the site facing the freeway. The existing
Knox building would be divided from the site as would the southern
portion of the site. The party proposing; this option has indicated that since
outdoor storage would occur on the southern portion of the site, the
buildings to the north would provide screening for the storage from the
freeway. They are also proposing to include some landscaping for
screening.
Knudsen asked the rationale for excluding outdoor storage fran the B-W
District. 'fhe Planner replied that the rational is the highest and best use of
the property, and that outdoor storage is an underutilization of the site.
Carl Johnson appeared before the Commission and indicated that he has a
drywall supply/building materials business that he would tike to locate on
the Knox property. He stated that his goal would be to work with the City
and become part of the community- Johnson indicated that there may be
some poor soils on the Knox property that would make the property
difficult to develop in a way that eliminates outdoor storage. Johnson
reported that his business involves retail and wholesale sales of wallboard,
insulation, and steel studs for both residential and commercial
applications. It is the steel studs which would be stored outside.
I<eis asked the amount of outdoor storage area needed.
Johnson reporrted that he would need a 3-acre area for the outdoor storage.
This would accommodate the piles of steel studs as well as room between
for maneuvering ofsemi-trucks with a crane for loading and unloading of
