MINUTES <br />PLANNING COMMISSION <br />MARCH I8, 2002 <br />therefore, it is unlikely that it can replace a perfectly good roof on the <br />existing building. <br />"I'he City Planner felt that the look of the flat roof with an added roof <br />element was preferable to having a pitched roof on half the building and a <br />flat roof on the other. <br />Roycraft pointed out that a flat roof had a more institutional look and felt <br />some improvement would enhance the appearance of the building. Weiss <br />agreed and noted that Common Bond has not built a building with a flat <br />roof for some time. However, this is a unique situation in that an additio^ <br />is being added to a building with a flat roof and they are attempting to <br />blend the buildings together and create a sense of community for the <br />residents in the old building with the residents in the new building. <br />Roycraft asked why the roofline is being changed from the pitched roof <br />that was originally proposed. Weiss replied that the change is proposed <br />because Common Bond does not have the resources to add the pitched <br />roof to the existing building. <br />Barraclough suggested that in addition to the roof element proposed for <br />the center of the building, that roof elements be added on either end to <br />enhance the appearance of the building. Weiss agreed to consider this and <br />try to identify funding to add such an element to the existing building, and <br />also suggested that perhaps some roof element could be added to the tops <br />of the canopies over the entrances to the building. <br />Weiss also noted that they have not completed the landscape plan for the <br />project. <br />The Deputy Clerk noted that the relocation of Market Place Drive will <br />include streetscape improvements similar to those on Little Canada Road. <br />It would be staff's recommendation that the sidewalk improvements <br />required for this project be coordinated with the streetscape improvements. <br />Staff would work with Common Bond on the details of this coordination. <br />Roycraft stated that he was a proponent of affordable housing. He also <br />felt that the roof elements as suggested by Barraclough should be added to <br />the building if Common Bond's financing allows. <br />Barraclough asked about the addition of parking and indicated that he <br />delivers meals-on-wheels and it is difficult to get a parking spot at Garden <br />Terrace. Weiss reported that they will have 4 Co 6 short-term parking <br />spaces at the building. 'There will also be 4 handicapped parking spaces. <br />6- <br />
