MINUTES <br />PLANNING COMMISSION <br />MARCH 18, 2002 <br />The Planner indicated that he will verify that 4 handicapped parking <br />spaces meet Code requirements. <br />Weiss also reported that the existing 10-Foot by I2-foot outbuilding will <br />be eliminated from the property and an equipment storage area <br />incorporated into the building itself. <br />Roycraft recommended approval of the Planned Unit Development Permit <br />to develop 35 units of affordable housing for senior citizens and <br />Architectural Review for the addition to Garden Terrace subject to <br />compliance with the recommendations of the City Planner and City <br />Engineer, subject to coordination of required sidewalk improvements with <br />the City's streetscape project on Market Place Drive, and subject to the <br />addition of roof elements on either end of the building in addition to the <br />center roof element proposed subject to the funding for the additional roof <br />elements on the ends of the building. <br />Motion seconded by Duray. <br />Motion carried 5 - 0. <br />PUD CONCEPT Mike Trossen, architect representing fete and Dan Tacheny, appeared <br />REVIEW before the Commission and presented a concept plan for the development <br />2990 RICE of 8 town office units at 2990 Rice Street. Trossen reported that the <br />STREET - project will be similar to the BIacI<tern Office Park. The units will be <br />TACHENY two-story and the fapade will consist of brick, metal, and fiber cement. <br />Trossen presented a diagram showing the appearance of the street side of <br />the building, and indicated that the sides facing away from the street will <br />have less detail. <br />"Trossen noted the recommendation of the City Planner with regard to <br />placement of the buildings against the street. 1Yossen reported that <br />because the property is slightly over an acre in size, there is a requirement <br />for on-site ponding. Given the existing elevations of the site with the <br />northwest corner at 924 and the southeast corner at 921, the ponding wants <br />to be in the southeast corner. Placement of the buildings as recommended <br />by the City Planner makes the ponding more difficult. Trossen reported <br />that they would like to take advantage of the natural drainage of the site by <br />placing the retaining pond in the southeast corner. <br />Trossen indicated that placing the buildings against the street would result <br />in having to upgrade the exterior on all sides of the building, thus <br />increasing costs. It will also cause confusion about which side of the <br />building is the firont entrance. `I"rossen noted that there will be no walk-in <br />7- <br />
