MINUTI'JS <br />PLANNING COMMISSION <br />MAY 9, 2002 <br />Duray pointed out that the property on the northeast is cluttered and asked <br />if this would be cleaned up. Gossman indicated that the cluttered area <br />referred to by Mr. Duray is beyond the edge of their property. Gossman <br />reported that the northeast corner of the Edgewater plat will be wetland. <br />Roycraft asked about the 100-year flood elevations. Gossman reported <br />that the lowest floor of these units will be three feet above the 100-year <br />flood elevation. The City Planner indicated that the property is not in a <br />Federal Flood Plain designation. The use of a 100-year flood elevation is <br />pretty standard. <br />Duray felt that the property was a challenging one and the proposed <br />development will be good for the area. <br />Mr. Duray recommended approval of the Preliminary and Final Plats for <br />Edgewater Townoffice Park subject to previous conditions required as part <br />of the Planned Unit Development permit approval, subject to compliance <br />with the recommendations of the City Planner, subject to con'ection of the <br />street name to "Park Street", and subject to working with Mr. Anderson on <br />the screening of his house. <br />Motion seconded by Barraclough. <br />Motion carried 6 - 0. <br />CUP P'OR Tom Ludden, North Star Estates, appeared before the Commission <br />STORM requesting approval of a Conditional Use Permit for a storm shelter at <br />SI~GL'TLR- North Star Estates Manufactured Home Park. Ludden reported that he <br />3001 COUNTRY has been working with the City on this issue tior some time, acrd they <br />DRIVT'; - have obtained grant approval to assist in the cost of constructing this <br />TOM LUDD>;N shelter. Ludden reviewed the location of the proposed shelter pointing out <br />that it will be located behind the community office ou the south side of the <br />playground area. The shelter will be 7 feet high, 12 feet wide, and 100 <br />feet long. It will be made of pre-cast concrete sections that fit together. <br />Given the soils in this area, an underground shelter was not possible. <br />However, the soils will support this shelter. <br />Kcis reviewed the conditions outlined in the City Flannel's report and <br />noted the comment regarding the size of the shelter in relation to the <br />population of the park Ludden reported that iu working with the City as <br />well as researching State and Federal requirements, the only requirement <br />that could be found that shelters must provide 4 square feet per person. <br />There has been no requirement found as to size of the shelter in <br />-~- <br />
