McDonald noted that where Preserve <br />"frail crosses the pipeline, that area will all be hand dug. <br />Hartman again questioned how approvals could be granted without <br />knowing the answers to vital details. <br />ltoycraft again noted that he is an avid environmentalist, but pointed out <br />that if a development proposal ftts within all requirements, it will likely <br />move on. Ile also noted that the Commission is considering the <br />preliminary plat at this time, and not all questions are necessarily <br />answered at this level of review. However, they will be prior to final plat <br />approval. <br />Hartigan expressed concern about the impact on the wetland noting that 17 <br />new cools are being added in addition to driveways and two new streets. <br />Hartigan asked where the additional run-off would go. McDonald <br />reported that they have submitted run-oft'calculations to the Watershed <br />and the City Engineer. l'hose calculations have been verified by those <br />I>8.I"tICS. <br />Pam Brauson, 495 Viking Drive, noted that the interests of the people <br />living in the area have to be considered. She reported that Williams <br />Pipeline was recently in the area marking the pipe and indicated to her that <br />he was not sure which pipe was active and which were not. The Williams <br />Pipeline representative informed her that the pipes Criss-cross, therefore, it <br />is difficult to make this determination. <br />Keis' pointed out that \Nilliams Pipeline has indicated this evening that <br />they will have definite pipe locations and other relevant information prior <br />to final consideration of the plat. <br />The City Admministrator acknowledged that this is a complicated project <br />given factors such as the wetland, pipelines, etc. The Administrator noted <br />that while the developer has made good progress on addressing issues <br />related to Che Shoreland and Subdivision Ordinances, they have not <br />provided adequate information on the pipeline issues. The Administrator <br />indicated that sta11'has informed the developers that this information is <br />necessary. "fhe Administrator reported that sta(1'recommends that <br />preliminary plat approval not be granted this evening and that the <br />Williams Pipeline information is necessary given the impact that this <br />information could have on the plat, for example, reduction in number of <br />lot, relocation of road, etc. "1"he Adiminisu'ator felt there were issues that <br />
