MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />DECEMBER 16, 2015 <br />Pursuant to due call and notice thereof a workshop meeting of the City Council <br />of Little Canada, Minnesota was convened on the 16th day of December, 2015 <br />in the Council Chambers of the City Center located at 515 Little Canada Road in <br />said City. <br />Mayor John Keis called the meeting to order at 6:30 p.m. and the following <br />members of the City Council were present at roll call: <br />CITY COUNCIL: <br />ABSENT: <br />ALSO PRESENT: <br />Mayor <br />Council Member <br />Council Member <br />Council Member <br />Council Member <br />Mr. John Keis <br />Mr. Christian Torkelson <br />Mr. Rick Montour <br />Mr. Tom Fischer <br />Mr. Mike McGraw <br />City Administrator Mr. Joel Hanson <br />City Clerk Ms. Heidi Heller <br />CITY ADMIN- Mayor Keis stated that the purpose of this evening's workshop is to <br />ISTRATOR'S review the City Administrator's 2015 performance. He noted the <br />PERFORMANCE accomplishments list that was submitted by the City Administrator. The <br />EVALUATION Council utilized a standard performance appraisal form as a guideline in rating <br />the Administrator's 2015 performance. Keis noted that McGraw was not going <br />to be in attendance, but had completed the performance appraisal and asked that <br />the mayor pass on the comments. <br />With regard to Organizational Management, the Council agreed that the <br />Administrator meets expectations. Montour noted that it had been a challenging <br />year with staffing changes, but the employees have maintained a good attitude <br />through everything. All agreed that there has been some disconnect with certain <br />staff member issues that could have been handled better. Fischer stated that he <br />was very happy with the staff development of Bill and Jessica, and felt that the <br />Administrator exceeded expectations. Torkelson noted that his first year on the <br />Council has been a great experience so far, and the Administrator is very <br />accommodating to whatever he has needed. <br />With regard to Fiscal/Business Management, the consensus was that the <br />Administrator exceeds expectations. Fischer noted that he feels there is data <br />missing when reviewing budget reports so it is hard to see where the city is <br />really at, but isn't sure there is a way to fix that due to the timing of revenue. <br />
