He noted the
PERFORMANCE accomplishments list that was submitted by the City Administrator. The
EVALUATION Council utilized a standard performance appraisal form as a guideline in rating
the Administrator's 2015 performance. Keis noted that McGraw was not going
to be in attendance, but had completed the performance appraisal and asked that
the mayor pass on the comments.
With regard to Organizational Management, the Council agreed that the
Administrator meets expectations. Montour noted that it had been a challenging
year with staffing changes, but the employees have maintained a good attitude
through everything. All agreed that there has been some disconnect with certain
staff member issues that could have been handled better. Fischer stated that he
was very happy with the staff development of Bill and Jessica, and felt that the
Administrator exceeded expectations. Torkelson noted that his first year on the
Council has been a great experience so far, and the Administrator is very
accommodating to whatever he has needed.
With regard to Fiscal/Business Management, the consensus was that the
Administrator exceeds expectations. Fischer noted that he feels there is data
missing when reviewing budget reports so it is hard to see where the city is
really at, but isn't sure there is a way to fix that due to the timing of revenue.
