MINUTES <br />CITY COUNCIL <br />DECEMBER 16, 2015 <br />The Administrator stated that revenue really doesn't come in until mid -year, so <br />it is hard to show in monthly reports where the city is at. He agreed to look at <br />the budget reports and see if they could be changed to better address what <br />Fischer is asking for. McGraw noted that the Administrator keeps the Council <br />well informed. Keis noted that one of the Administrator's strengths is being <br />fiscally responsible. Montour stated that the Administrator has directed staff to <br />take on more responsibility and attend City Council meetings to present their <br />reports. He noted that the Administrator encourages staff and the Council to <br />think outside the box. <br />Relationship with Mayor/Council was next discussed. Montour, Keis and <br />Montour agreed that this area met expectations, and Fischer and Torkelson <br />stated they felt the Administrator exceeded expectations. All agreed that the <br />Administrator is always right to the point, available when needed, and has <br />always had a good relationship with the Council. Keis stated that since this is <br />his first year of being the mayor, he has had a whole new level of <br />communication with the Administrator. <br />With regard to Long Range Planning, Torkelson, Montour, McGraw and Keis <br />agreed that the Administrator exceeded expectations. Fischer stated that he feels <br />the Administrator meets expectations. He noted that he appreciated the new <br />attempt at strategic planning and trying something different. Fischer stated that <br />he was disappointed in the answer to what the city was doing to increase <br />participation in park programs. Keis stated that he would have liked to see the <br />long-range planning move a little faster, but the Administrator keeps the Council <br />informed about issues at the state level and what other cities issues are. <br />Torkelson noted that he is new to the Council so he doesn't have much to say <br />about this, but that the Administrator has good foresight to watch for properties <br />to buy, and he is always willing to listen to ideas. <br />Relationship with Public/Public Relations was discussed with Fischer and <br />McGraw agreeing that the Administrator exceeds expectations, and Keis, <br />Montour and Torkelson stating that he met expectations. The Council indicated <br />that the Administrator does a good job with management of the citizens and <br />contractors, and that some people are not going to be happy no matter what. <br />Montour indicated that the City's newsletter continues to be very good quality. <br />Intergovernmental Relations was discussed with the Council agreeing that the <br />Administrator exceeds expectations. McGraw felt that the Administrator has <br />developed good relationships with other cities, the county, state, and the League <br />of Minnesota Cities Insurance Trust Board. Montour noted that the <br />Administrator brings a lot to the groups he is involved in. <br />With regard to Professional/Personal Development, four of the Council agreed <br />that the Administrator met expectations, while Torkelson felt he exceeded <br />2 <br />
