MINUTES <br />CITY COUNCIL <br />DECEMBER 16, 2015 <br />expectations. McGraw stated that the Administrator looks for opportunities for <br />the employees to better themselves. Keis noted that the Administrator teaches <br />classes and works on the League of Minnesota Insurance Trust Board which <br />helps him develop. <br />Keis indicated that the Administrator's overall performance was above average <br />and he is more than happy with the job the Administrator does. Fischer stated <br />that it has been a pleasure learning and working with the Administrator during <br />his first year on the Council. He noted that he felt the parks issues could have <br />been handled a little better, and he wants to make sure that the Administrator <br />continues to invest in himself. Montour stated that the Administrator more than <br />meets expectations, and even though the year has had challenges, the <br />Administrator is a strong leader and has done a very good job, and the city is <br />lucky to have him. Torkelson stated that he feels the Administrator exceeds <br />expectations overall and the staff and leadership are very competent. He is <br />happy with where the Administrator is piloting the city. <br />All agreed that the City Clerk should look into other criteria for administrator <br />evaluations for the future. <br />The Administrator noted that unfortunately the strategic planning that was tried <br />this year did not go well at all. He also stated that they struggle to do a good <br />budget report without overburdening staff, but the problem is the disconnect <br />with the timing of the spending and revenue. <br />After discussion of the Administrator's 2016 salary, the Council agreed to <br />increase his salary by 2.5% and provide $2,000 in additional compensation for <br />2015 performance. Additionally, as outlined in the Administrator's contract, he <br />is to receive $5,000 in deferred compensation into his ICMA account. <br />There being no further business, the workshop was adjourned at 7:25 p.m. <br />John IV, S I Mayor <br />Attest•, <br />Joel anson, City Administrator <br />
