MINUTES
PLANNING COMMISSION
SEPTEMBER 12, 2002
Knudsen indicated that there are a lot of variables for the Council to
consider in whether or not the property should be sold. However, agreed
if it is sold, the use should be R-1. Knudsen indicated he felt the gristmill
house proposal was a good fit in a residential enviromnent.
Knudsen recommended that should the Council decision be to sell the
Noel Drive property, the use of that property should be Single-Family
Residential (R-1).
Motion seconded by Roycraft.
Motion carried 6 - 1. Duray voted against.
Duray indicated that his position was that the City should retain the
property for possible other uses such as additional park usage. Duray also
felt that if the City sells the property, it should be offered on the open
market to the highest bidder and felt this was an issue the City Attorney
should look into.
ZONING The City Planner reviewed the proposal to amend the Zoning Code
ORDINANCE relative to the definitions of "Dwelling Unit" and "Dwelling-Single
AMENDMENT - Family". The Planner explained that the City has had a few situations
SINGLE- where single-family homes have been adapted for occupancy by more
FAMILY AND than one family. The ordinance amendment defines more clearly the
DWELLING UNIT difference between a duplex and asingle-family home by clarifying that
there must be open access and unobstructed access between kitchen
facilities in single-family homes.
Gatzke recommended approval of an amendment to the Zoning Code
related to housing occupancy standards by clarifying the definitions of
"Dwelling Unit" and "Dwelling -Single Family".
Motion seconded by Duray.
Motion carried 6 - 0. Roycraft abstained.
ADJOURN Wojcik. recommended that the meeting be adjourned.
Motion seconded by Roycraft.
Motion carried 7 - 0.
-12-
