MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 12, 2002 <br />felt that if covenants are placed on the property, it would lower the value, <br />thus could be sold for less than market value. Smith indicated that while <br />the house would be a replica of a gristmill house, it would be a private <br />residence and not open to the general public. <br />Smith also reported that the Parks Commission raised the issue of <br />retaining a portion of the property for green space. However, they were <br />not sure how this would work given the property is zoned R-1. She <br />further noted that the property is currently used by Public Works for a <br />snow storage area. Smith anticipated that the portion retained by the City <br />could still be used for snow storage in the winter and perhaps a picnic area <br />in the summer. <br />Keis noted that it would not be difficult for the City to rezone this property <br />to Public. <br />Smith indicated that she was open to working with the City. <br />Knudsen asked if the City decided to sell the property, if it would have to <br />offer the property on the open market. <br />'Roycraft asked why Smith was not proposing a standard house. Smith <br />indicated that she is a person who likes uniqueness. She likes the area, <br />wants to move back to Little Canada, and given the proximity of Gervais <br />Mill Park, felt a gristmill house would be a good fit. Roycraft pointed out <br />that while it is a unique house, it is still a private residence. Roycraft <br />asked what would be in it for the City to sell this property. <br />The City Planner felt that the issue before the Planning Commission was <br />not whether or not the property should be sold, but rather if it is sold, what <br />type of zoning should be placed on the property. <br />Knudsen felt that if the Council decides to sell the property, he felt it <br />should be put to a residential use. Keis agreed that if the property is sold, <br />it should be sold for an R-1 use. <br />Barraclough felt a residential land use made sense in this area, and stated <br />that he liked the uniqueness of the proposal. <br />Duray felt the frst issue was whether or not the City wanted to sell the <br />property. Keis noted that that is a Council decision and the Commission <br />should focus on what the preferred use would be if the City does decide to <br />sell the property. <br />-I1- <br />
