MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 12, 2002 <br />Keis noted that the architectural guidelines encourage the use of windows <br />and asked Joe's position on the Planner's recommendation. Sessing <br />replied that given that Joe's would be selling guns, the use of windows is <br />discouraged. Sessing fe]t that they could work with the City Planner to <br />come up with something acceptable. Sessing also noted that there would <br />be a series of steel bollards, filled with concrete, and covered with wood in <br />front of the building to prevent vehicles from driving through the front <br />doors. <br />Knudsen asked about the signage "Hunting, Camping, Fishing, Skiing" <br />that would be aligned with the banding on the building. Joe Rausher, <br />Joe's Sporting Goods, indicated that this signage designates the types of <br />sporting goods they sell. This is an important identification feature to <br />them since some people think they sell goods related to team sports and <br />they do not. <br />Keis asked about the window issue. The City Planner indicated that he <br />was not sure what sort of Feature would replace windows, but noted that if <br />the Planning Commission feels the fact that Joe's sells guns is an <br />appropriate reason to treat this building differently, it can do so. The <br />Planner noted that the site is somewhat isolated, and the fact that there are <br />no windows will not the same impact as if the building were on Rice <br />Street. <br />I{nudsen asked about landscaping of the site to break up the look of the <br />building and add some interest. The Plamrer reviewed the landscape plan <br />contained in the packet. <br />Duray asked about storm water run-off and ponding. Sessing indicated <br />that their engineers are working on this. They have submitted plans to the <br />Watershed and will be following up on those plans. Sessing indicated that <br />they are aware that they cannot drain onto adjacent sites, and it appears <br />that the site will be able to handle drainage adequately. <br />Sessing noted the Planner's comments about the trash enclosure. Sessing <br />indicated that the trash enclosure is separate from the building, again as a <br />security issue. Sessing noted that an attached trash enclosure would <br />provide another entry point into the building. Sessing noted that the two <br />garage doors on the building are elevated, therefore, it would not be <br />possible to drive a vehicle through those doors to gain access into the <br />building. <br />The City Planner indicated that the Code requires at a minimum that trash <br />receptacles be enclosed and screened. It is preferable, however, if trash <br />enclosures are attached to the building. Sessing noted that the trash <br />-3- <br />
