MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 12, 2002 <br />Knudsen noted that Mr. Frattalone is not present this evening, and given <br />he had some questions, he was inclined to table action on the request. <br />The City Planner reported that the PUD approval that Frattalone has for <br />his office/shop development anticipated that there would be heavy <br />equipment storage on this property although it would be accessory to the <br />office and shop uses on the site. The Planner reported that Mr. Frattalone <br />plans to begin construction of this project next year. <br />Roycraft stated that he would like to know how long Frattalone needs the <br />interim use permit and what type of equipment and materials will be <br />stored on the site. <br />Knudsen noted the Planner's suggestion that the permit extend through <br />December of 2003. Knudsen stated that he wanted to be assured that this <br />did not become an outdoor storage use that never stops with no building <br />on the property. <br />Keis stated that he, too, would like Mr..Frattalone present at the meeting <br />so that questions could be answered. Keis suggested tabling action on the <br />matter until the next meeting. <br />Roycraft suggested that rather than table, the request be denied so that it is <br />moved on to the Council. <br />Keis asked about screening the storage. The Planner indicated that the <br />Commission could recommend a screening requirement. He noted that the <br />development plan anticipated screening of the site, and a landscaping plan <br />had been submitted. <br />Knudsen stated that he would favor an interim use permit of a shorter <br />duration than the 12/31/03 suggested by the Planner. Knudsen also <br />suggested that the permit could build in a timeframe for when <br />development of the site must start. <br />Keis again suggested that the matter be tabled pending additional <br />information as to Frattalone's intent, duration for the interim outdoor <br />storage use, and types and amounts of outdoor storage. Roycraft again <br />suggested that the Commission deny in order to send the matter to the <br />Council and not delay. <br />Wojcik noted that Frattalone is already storing on this property without a <br />permit. Wojcik felt that Frattalone has proceeded with other ventures <br />prior to getting a permit, and based on that track record, he was inclined to <br />deny the interim use permit. <br />-5- <br />
