MINUTES <br />CITY COUNCIL <br />DECEMBER 16, 2015 <br />Next the Finance Director explained the allocation of City taxes on a <br />median valued home in Little Canada ($223,900). The total City tax bill <br />for a median valued home would be $678.53 in 2016, or $56.54 monthly. <br />This tax covers the cost of public safety (57%), general government <br />(14%), community services (12%), public works (12%), and infrastructure <br />improvements (5%). For residential properties with no valuation change, <br />property owners will see a 1.27% decrease in their property taxes given <br />the corresponding decrease in the City's tax capacity rate caused by <br />growth of the tax base. Residential properties with a 5% valuation <br />increase will see a 3.66% increase, and residential properties with a 10% <br />valuation increase will see a 8.59% increase. With regard to the 2016 total <br />property tax distribution on a median valued home, the County accounts <br />for 48.1 % of the tax bill, the City 25.36%, School District 17.24%, and <br />miscellaneous jurisdictions 9.3%. <br />In looking at what next year will bring, the Finance Director reported that <br />there could be changes in Local Government Aid (LGA); the completion <br />of implementing the Quiet Zones; possible redevelopment of the Owasso <br />and Woodlyn area; and some staffing changes with a new internal planner <br />and changes to the parks and recreation staff level. <br />The Finance Director concluded her presentation indicating that the 2016 <br />Budget will be posted on the City's website. She noted that this <br />presentation is also available for viewing at www.ctvl5.org, and if <br />property owners have any questions, they can contact City staff. <br />The Administrator stated that the city is looking at certifying a total gross <br />levy of $2,946,430 for 2016. He noted that the most controversial piece of <br />the budget is the reduction of $30,000 in the Parks Department staffing <br />level. <br />Keis asked if there was anyone from the general public present wishing to <br />comment on the proposed 2016 Budget. <br />There was no one from the general public present wishing to comment on <br />this matter. <br />Upon motion by Montour, seconded by Fischer, the public hearing was <br />closed. <br />Torkelson stated that he has concerns about the amount of staffing level <br />that is being cut from the Parks and Recreation Department. He realizes <br />that participation in programs has decreased by 40%, and feels that some <br />of this is due to societal factors, but thinks that there are ways that this <br />
